Regular City Council Meeting Monday, Apri114, 2008 Page 22 Karen Schaffer, 2100 Fairview Avenue Ms. Schaffer spoke to the merits of the proposed program, and its importance to the City; however, questioned how measurable effects and achievements would be determined from the list of potential strategies; and encouraged the City Coun- cil to consider the underlying substantive goal for improving property values, and appearance of the City's housing stock, rather than how many tickets or citations were issued and the speed of their resolution. Ms. Schaffer suggested staff con- centrate on a measurement for outcomes. Mayor Klausing, with Councilmember consensus, advised that any action would be held until the following meeting, Apri121, 2008. Councilmember Ihlan spoke in support of the staff hire immediately; additional revisions to the ordinance by staff, specifically potential conflict of interest points outlined by Mr. Kysylyczyn supporting a neutral designee as hearing officer; and Ms. Schaffer's points on the need to measure outcomes. Councilmember Pust, as Council Liaison to the HRA, advised that she .would ad- dress pertinent issues with the HRA at their meeting the following evening, April 15, 2008; to provide their input to the City Council at their next meeting. Mr. Trudgeon noted that there was an upcoming joint meeting of the HRA and City Council. Mayor Klausing, speaking to the multiple variables, opined that he was not as concerned with the overall results as in a comprehensive process as originally re- quested by staff. Councilmember Pust concurred with Mayor Klausing's observation, opining that the results would be obvious through a better looking community and fewer com- plaints from neighbors and citizens. Staff was directed to make further refinements based on tonight's discussion; and to include this item on the next regular meeting agenda. 13. c. Resolution Declaring a City Council Vacancy Roe moved, Klausing seconded, adoption of Resolution No. 10612 entitled, "Resolution Declaring a Vacancy on the Roseville City Council," created as a re- sult of the untimely death of Councilmember Tom Kough. Councilmember Pust noted, for the record, that no one was in favor of the need for such a resolution under these circumstances.
