Regular City Council Meeting <br />Monday, Apri114, 2008 <br />Page 22 <br />Karen Schaffer, 2100 Fairview Avenue <br />Ms. Schaffer spoke to the merits of the proposed program, and its importance to <br />the City; however, questioned how measurable effects and achievements would <br />be determined from the list of potential strategies; and encouraged the City Coun- <br />cil to consider the underlying substantive goal for improving property values, and <br />appearance of the City's housing stock, rather than how many tickets or citations <br />were issued and the speed of their resolution. Ms. Schaffer suggested staff con- <br />centrate on a measurement for outcomes. <br />Mayor Klausing, with Councilmember consensus, advised that any action would <br />be held until the following meeting, Apri121, 2008. <br />Councilmember Ihlan spoke in support of the staff hire immediately; additional <br />revisions to the ordinance by staff, specifically potential conflict of interest points <br />outlined by Mr. Kysylyczyn supporting a neutral designee as hearing officer; and <br />Ms. Schaffer's points on the need to measure outcomes. <br />Councilmember Pust, as Council Liaison to the HRA, advised that she .would ad- <br />dress pertinent issues with the HRA at their meeting the following evening, April <br />15, 2008; to provide their input to the City Council at their next meeting. <br />Mr. Trudgeon noted that there was an upcoming joint meeting of the HRA and <br />City Council. <br />Mayor Klausing, speaking to the multiple variables, opined that he was not as <br />concerned with the overall results as in a comprehensive process as originally re- <br />quested by staff. <br />Councilmember Pust concurred with Mayor Klausing's observation, opining that <br />the results would be obvious through a better looking community and fewer com- <br />plaints from neighbors and citizens. <br />Staff was directed to make further refinements based on tonight's discussion; and <br />to include this item on the next regular meeting agenda. <br />13. c. Resolution Declaring a City Council Vacancy <br />Roe moved, Klausing seconded, adoption of Resolution No. 10612 entitled, <br />"Resolution Declaring a Vacancy on the Roseville City Council," created as a re- <br />sult of the untimely death of Councilmember Tom Kough. <br />Councilmember Pust noted, for the record, that no one was in favor of the need <br />for such a resolution under these circumstances. <br />
