Regular City Council Meeting <br />Monday, May 12, 2008 <br />Page 14 <br />not adverse to City Council attendance, given the independence of the group but <br />questioned the benefit to City Councilmembers. <br />Mayor Klausing opined his preference for the commissions to have an independent <br />review of issues, which was of more benefit to the City Council and public in review- <br />ing various aspects of issues, rather than attempting to respond to perceptions of pre- <br />ferred Council results. Mayor Klausing noted that the City Council had a healthy <br />balance of agreement and disagreement on various issues, while always valuing the <br />deliberations. Mayor Klausing observed, that if the Council came to a point that they <br />were disagreement with the majority of the Commission's recommendations, then <br />further discussion would be indicated. <br />Councilmember Pust noted that comments to her by the public indicated that they feel <br />respected by the Planning Commission, even if decisions were not made in their fa- <br />vor. <br />Mayor Klausing concurred with Councilmember Pust's observations on the listening <br />skills of the Planning Commission; commending Chair Bakeman, and her predecessor <br />Chair Mark Traynor, for setting the scene for that respect. <br />Councilmember Pust noted the need for more in-depth discussion and a balance for <br />design standards (i.e., tree preservation versus solar and air quality issues). <br />Councilmember Roe concurred with Councilmember Pust, and noted the need for ad- <br />ditional discussions on design standards and zoning requirements from the "green" <br />perspective: density, creative use of open space, and other issues related to zoning <br />code updates. <br />Mayor Klausing thanked commissioners for their work and commitment. <br />11. Consider a Resolution with Findings of Fact to Deny a Conditional Use Per- <br />mit for Red Dog Holdings LLC (d/b/a Cash-N-Pawn) for a Pawn Shop at <br />2181- 2195 Snelling Avenue N (PFO8-014) <br />Community Development Director Patrick Trudgeon briefly summarized the pre- <br />vious Council action on April 28, 2008, denying the request of Red Dog Hold- <br />ings, LLC for a Conditional Use Permit to allow a pawn shop; and direction to <br />staff and the City Attorney for findings of fact to support that denial, in the form <br />of a resolution. <br />Pust moved, Ihlan seconded, adoption of Resolution No. 10625 entitled, "A Reso- <br />lution Denying a Conditional Use Permit in Accordance with Roseville City <br />
