Mayor Klausing opined his preference for the commissions to have an independent review of issues, which was of more benefit to the City Council and public in review- ing various aspects of issues, rather than attempting to respond to perceptions of pre- ferred Council results. Mayor Klausing noted that the City Council had a healthy balance of agreement and disagreement on various issues, while always valuing the deliberations. Mayor Klausing observed, that if the Council came to a point that they were disagreement with the majority of the Commission's recommendations, then further discussion would be indicated. Councilmember Pust noted that comments to her by the public indicated that they feel respected by the Planning Commission, even if decisions were not made in their fa- vor. Mayor Klausing concurred with Councilmember Pust's observations on the listening skills of the Planning Commission; commending Chair Bakeman, and her predecessor Chair Mark Traynor, for setting the scene for that respect. Councilmember Pust noted the need for more in-depth discussion and a balance for design standards (i.e., tree preservation versus solar and air quality issues). Councilmember Roe concurred with Councilmember Pust, and noted the need for ad- ditional discussions on design standards and zoning requirements from the "green" perspective: density, creative use of open space, and other issues related to zoning code updates. Consider a Resolution with Findings of Fact to Deny a Conditional Use Per- mit for Red Dog Holdings LLC (d/b/a Cash-N-Pawn) for a Pawn Shop at 2181- 2195 Snelling Avenue N (PFO8-014) Community Development Director Patrick Trudgeon briefly summarized the pre- vious Council action on April 28, 2008, denying the request of Red Dog Hold- ings, LLC for a Conditional Use Permit to allow a pawn shop; and direction to staff and the City Attorney for findings of fact to support that denial, in the form of a resolution.
