Set a Public Hearing on June 9, 2008 for Public Comment on the 2009 City <br />Budget <br />Councilmember Roe requested that Finance Director Chris Miller prepare an up- <br />date on property values and legislative impacts for the coming years, and any <br />changes since the last update, as part of this initial discussion. <br />Ihlan moved, Roe seconded, scheduling June 9, 2008 for a Public Hearing to so- <br />licit community input on the 2009 Budget. <br />Roll Call <br />Ayes: Pust; Roe; Ihlan and Klausing. <br />Nays: None. <br />d. Approve Lease Agreements with TTMI Wireless for Leasing Space on the <br />City Hall and Fairview Avenue Towers <br />Councilmember Pust questioned staff's rationale for the three percent (3%) in- <br />crease per annum for leasing tower space, based on the current economy, and <br />whether this trend represented maximum revenue return for these City assets, and <br />comparisons with other communities rental rates. <br />Finance Director Chris Miller advised that the proposed annual increase was a fair <br />approximation of historical local inflation trends over the last 10 - 15 years and <br />was comparable to surrounding community rates, with the City of Roseville rental <br />being somewhat higher than other communities, and setting the bar accordingly <br />for those communities. <br />Discussion included the consistency of these lease agreements with terms and <br />rates of similar agreements; additional fees according to the amount of space <br />leased on the tower and/or at ground level; the City's ordinance requiring wireless <br />facilities to be on public property; and minimal associated ongoing administrative <br />costs once installed and leases negotiated. <br />
