Regular City Council Meeting <br />Monday, May 19, 2008 <br />Page 10 <br />Councilmember Ihlan opined that she did not intend to designate a list of people <br />and opined that tallying was not an appropriate procedure to follow; objecting to <br />such a process, opining that it stood in for surrogate voting without a formal mo- <br />tion. <br />Mayor Klausing noted Councilmember Ihlan's objection, clarifying a previous <br />opinion by City Attorney Scott Anderson that polling didn't indicate a vote. <br />Further discussion ensued on the value of tallying, depending on the number of <br />multiples of individual Councilmembers; lack of objection to the proposed proc- <br />ess during previous discussions on the vacancy; and preference of those skills and <br />experience preferred for consideration in an interim City Council appointee, <br />rather than identifying candidates immediately. <br />Councilmember Pust acknowledged the great pool of qualified candidates; noted <br />that she was impressed with the number and quality of applications brought to the <br />table; thanked citizens who weighed in with their views of candidates and quali- <br />ties they were looking for during the interim; and personally thanked the commu- <br />nity for that input. Councilmember Pust opined the things that were important to <br />her in an interim candidate: a passion for public service; proven leadership abili- <br />ties in their profession and through community service; their passion for and <br />commitment to the City of Roseville, and recognition of the City as unique and <br />special; evidence of their energy and ability to bring a sense of excitement about <br />serving the public; ability to bring their wisdom of pending and pertinent issues to <br />be dealt with by the City Council in the very near future, while recognizing that <br />she didn't anticipate any such make or break issues on the horizon and anticipated <br />waiting for such decision-making until an elected official was on board. <br />Councilmember Roe opined that he was looking for someone with a good thought <br />process on addressing issues, and able to consider or suggest a range of possible <br />solutions for issues facing the City Council; someone with creative thinking <br />skills; someone with a good perspective and the ability to work well with other <br />people, even during times of disagreement, and if serious policy disagreements <br />were experienced, to remain cordial during the course of the discussion and af- <br />terward; ability to acknowledge different points of view; a knowledge of the his- <br />tory of Roseville and city issues; someone with a positive outlook and approach; <br />an enthusiasm for the community, for what they were doing on the City Council <br />and in the general community. <br />Mayor Klausing opined that whether a person intended to run for election to the <br />City Council this fall or not was not a consideration for him in his preferences for <br />an interim Councilmember, further opining that that person would have a higher <br />degree of accountability.
