Regular City Council Meeting <br />Monday, May 19, 2008 <br />Page 15 <br />member Roe opined that it was the Council's responsibility to appoint someone <br />who could best serve the City of Roseville; who would not be involved in a future <br />election, as far as the City Council knew at this point based on applicant represen- <br />tations during the interview process; and opined that as far as being accountable <br />to citizens, those interested citizens made it a point to express their opinions, or to <br />express their agreement or disagreement with Council decisions by many various <br />means, both before, during and following meetings. <br />Councilmember Pust, with respect to Mr. Willmus' commitment, noted his ser- <br />vice with Imagine Roseville 2025 community visioning, Comprehensive Plan Up- <br />date Steering Committee; OVAL Task Force; Parks and Recreation Commission; <br />his obvious and proven leadership abilities; his passion and connection to the City <br />of Roseville; his knowledge and comment on City Council issues and actions; and <br />her appreciation for his honesty in expressing his views. Councilmember Pust <br />noted that Mr. Willmus had publicly stated to citizens that he would not run for <br />election this fall, and therefore, his appointment would not be giving him an ad- <br />vantage over any of the great, qualified candidates running for office, and there- <br />fore spoke in support of the motion. <br />Roll Call Vote <br />Councilmember Pust: Aye <br />Councilmember Roe: Aye <br />Councilmember Ihlan: Abstained, reiterating that this wasn't the most <br />democratic process to follow. <br />Mayor Klausing: Aye <br />Motion carried. <br />Mayor Klausing, while recognizing that Mr. Willmus was not his first choice, had <br />no objection to his appointment, and based his vote on that. <br />Recess <br />Mayor Klausing recessed the meeting at 7:50 p.m. and reconvened at 8:00 p.m. <br />Upon reconvening, Mayor Klausing noted the need to clarify specific language on <br />the motion adopted immediately prior to recessing, based on the pending Attorney <br />General opinion and recommendation of the City Attorney for leaving an option <br />for that opinion as to when the newly-elected person could take office. <br />Pust moved, Roe seconded, clarification of the appointment of Robert Willmus to <br />the City Council position made vacant upon the death of Tom Kough, for a term <br />to run until the individual elected at the November 2008 City General Election <br />qualifies for office, provided, however, that the term shall extend through Decem- <br />ber 31, 2008 if it is determined that the individual elected at the November 2008 <br />City General Election cannot take office in November upon qualifying for office. <br />
