Geothermal Campus-wide Master Plan <br />Parks and Recreation Director Lonnie Brokke introduced Consulting Engineer <br />Randy P. Christenson, P. E. with Karges-Faulconbridge, Inc. (KFI), who provided <br />an executive summary of the City of Roseville's Geothermal Campus-wide Mas- <br />ter Plan. <br />Mr. Christenson provided a presentation of the Master Plan, dated May 19, 2008, <br />detailing the benefits of an integrated campus system. <br />The presentation and ensuing discussion with Councilmembers and staff included: <br />phasing of the plan by replacing geothermal system at the end of their life expec- <br />tancies; removal of the Fire Station from the phasing at this time; estimated pay- <br />back over 15 - 20 years; potential and preferred locations for geothermal well <br />fields; additional cost of geothermal over conventional systems, conservative na- <br />ture of the estimates, based on 2008 energy costs, and depending on future energy <br />costs; heating and cooling loads of city-owned buildings; and energy and cost sav- <br />ings in transferring waste heat to the Public Works facility, with estimated pay- <br />back for that building to be 16 years, and a 19 year payback for the Police facility <br />and City Hall. <br />Further discussion included detail of the schematic representation of the heat re- <br />covery system; comparisons run times for 2006/2007 and 2007/2008 of the <br />OVAL; gas consumption for City Hall and the Police Station, as well as Areas A <br />and B of the Public Works facility; an environmental impact analysis; anticipated <br />replacement phasing between 2013 and 2023 based on expected life spans on spe- <br />cific equipment over the next 15 years; and recommendation for the geothermal <br />field in the south parking lot versus the north, based on a campus-wide approach, <br />and in consideration of the cost for well fields and bore holes, and cost impacts <br />for adding additional wells now, or at a later date to avoid additional mobilization <br />costs and potential cost increases. <br />c. Consider Geothermal Contract for Skating Center <br />Parks and Recreation Director Lonnie Brokke introduced the team reviewing the <br />Geothermal system option and best value contracting approach for the Skating <br />Center: Park Project Coordinator Jeff Evenson; Skating Center Superintendent <br />Brad Tullberg; Public Works Director Duane Schwarz; and City Attorney Jay <br />
