Regular City Council Meeting <br />Monday, May 19, 2008 <br />Page 19 <br />Mayor Klausing sought individual Councilmember comment on the full geother- <br />mal system; opining his support of the system and long term impacts, further <br />opining that government should think long-term, while recognizing his concerns <br />about financing in light of the recent legislative session. <br />Councilmember Pust spoke in support of the full geothermal system if a feasible <br />way could be found to finance it; however, opined that she didn't want to obligate <br />the City without the terms clearly in place, and would support consideration of a <br />motion to move forward at the June 9th Council meeting, if it would not incur ad- <br />ditional problems for the City. <br />Mayor Klausing sought clarification from Mr. Miller on the pending Fire Station <br />study and whether bond funding for such a facility would require voter approval, <br />with Mr. Miller responding affirmatively, if a new structure were being consid- <br />ered. <br />Further discussion included identification of additional debt needs, with City <br />Manager Malinen advising that staff would be presenting a Capital Improvement <br />Plan at the June 9`~ meeting as part of the 2009 Budget process. <br />Councilmember Roe requested that Mr. Miller provide the City Council with the <br />best estimate possible on future debt needs for the City in the upcoming future. <br />Mr. Christenson, after more review of the projected schedule, opined that the City <br />could order the heat pumps to initiate their implementation for manufacturing and <br />to avoid a delay in that critical date (June 3), with a potential ramification of a <br />cancellation charge based on paying for shop drawings, estimated at between $5 - <br />10,000; and if the project were not cancelled, would allow for the October 1St con- <br />struction deadline. <br />Further discussion included daily costs for shutting down ice if the project were <br />delayed; disruption impacts and costs to user groups; estimated revenue of $7,500 <br />per week in ice rentals; and the need for a funding mechanism if a conventional <br />rather than geothermal system was installed, requiring a bid process. <br />Additional discussion included necessary repairs to the receiver barrel and poten- <br />tial costs; ramifications of waiting yet another year (2009) for those repairs (esti- <br />mated at between $10-15,000) and/or replacement (estimated at $50,000 plus) and <br />the many unknowns of that component; and additional costs for just the repairs of <br />that equipment; and increasing costs of supplies (steel) and project costs by delay- <br />ing the project another year for either a conventional or geothermal system. <br />Klausing moved, Roe seconded, authorizing the Mayor and City Manager to enter <br />into an agreement Harty Mechanical to install a "full" geothermal system at the <br />Roseville Skating Center Arena for an amount not to exceed $2,217,400, plus a <br />
