Regular City Council Meeting <br />Monday, June 16, 2008 <br />Page 12 <br />• <br />Discussion between Commissioners and Councilmembers were based <br />on those topics and discussion points as outlined in the memorandum <br />dated June 8, 2008 and included in the Council Agenda packet materi- <br />als. <br />Master Planning <br />Councilmember Willmus opined that it was vital to have master plan- <br />ning in place for parks; but noted that it was difficult to incorporate <br />expectations from the Imagine Roseville 2025 community visioning <br />process without master planning, while noting that it came down to <br />available monies, but that the two were tied together. Councilmember <br />Willmus noted the proposals brought forward by the Commission to <br />the City Council over the last few years, with the Council now chal- <br />lenged to come up with ways to accommodate those proposals from a <br />visioning standpoint. <br />Councilmember Pust expressed her support of the Master Planning <br />process. Councilmember Pust opined that it was obvious that master • <br />planning was imperative, whatever process was finally determined to <br />be most productive; noted the need to involve lots of citizen input for <br />each individual park from the neighborhood and the community; <br />noted that people identified their community with their parks, and that <br />specific neighborhoods knew what worked and what didn't. Coun- <br />cilmember Pust supported a process similar to that used for the Imag- <br />ine Roseville 2025 visioning, to provide a twofold benefit: to inform <br />the City Council of what the community wants, and providing a forum <br />with citizens on available funding sources and community priorities. <br />Chair Johnson noted the success of the recent Ladyslipper Park Mas- <br />ter Planning process, and how rewarding it was to have citizens take <br />stock in and ownership of that master plan. <br />Mayor Klausing expressed his support for and high priority for park <br />master planning; however, questioned the expectations of the P & R <br />Commission; realistic implementation timeframes, budget priorities, <br />and the overall park system and community facilities; and noted the <br />need for staff s feedback on that timeframe. • <br />
