Regular City Council Meeting <br />Monday, June 16, 2008 <br />Page 18 <br />Cit Attorne S wires confirmed, in response to Councilmember • <br />Y Y q <br />Willmus, that the site plan was not a consideration in the rezoning re- <br />quest, only the proposed use. <br />Mayor Klausing expressed support of the project and use; however, <br />noted his concerns with traffic and parking that would further compli- <br />cate the neighborhood traffic and safety issues along Alta Vista; and <br />noting concerns with implications of potential future uses in rezoning <br />the property if this use didn't occur. Mayor Klausing noted that, with <br />this proposed use, he was less concerned with traffic issues; however, <br />he recognized the need for resolution of traffic and safety issues out- <br />side the purview of this application request. <br />Considerable discussion ensued regarding application by the devel- <br />oper for a .Planned Unit Development (PUD) and staff's rationale in <br />not recommending that process when there was only one deviation <br />proposed from City Code and without any other unique situations <br />identified for this parcel. <br />City Planner Thomas Paschke noted that even a PUD wouldn't guar- • <br />antee a solution to traffic and access issues already existing in this <br />neighborhood. <br />Councilmember Pust opined that it would be more appropriate for a <br />PUD since this was a unique parcel; noting that while the proposed <br />use was not creating the traffic and safety issues, it was the City <br />Council's obligation to try to solve those problems, while benefiting <br />the community with such a redevelopment. <br />Mr. Paschke advised that staff shared the concerns expressed by the <br />Planning Commission and the City Council; however, noted that there <br />were other mechanisms in place to address those traffic and safety is- <br />sues, through the City's Public Works and Engineering Department, <br />who were heavily involved in the process and would continue to be <br />but recognized that those issues were outside the zoning and land use <br />considerations, and that this use was consistent with the Comprehen- <br />sive Plan. <br />• <br />
