Regular City Council Meeting <br />Monday, June 16, 2008 <br />Page 20 <br />the west side with access only on Larpenteur Avenue; and the devel- • <br />oper's appreciation of neighbor concerns and his sharing of ideas and <br />solutions with them. <br />Councilmember Pust opined her support for rezoning, but not the <br />variance request. <br />Mayor Klausing opined his support for rezoning, with immediate dis- <br />cussions on the next City Council agenda of traffic and access resolu- <br />tion; further opining that the issue would be there regardless of the <br />zoning, and that there may be larger traffic impacts with other poten- <br />tial and more intense uses. <br />Mr. Paschke noted that staff had internally discussed various options, <br />such as vacating right-of--way to the property owner to change the lot <br />lines and meet setbacks, or drafting an encroachment agreement to al- <br />low for encroachment into the right-of--way area; however, noted that <br />a variance would still be required. Mr. Paschke further addressed the <br />proposal to flip the building and put parking on the west side; how- • <br />ever, he noted that this option didn't allow sufficient drive lanes and <br />accommodate traffic flow. <br />Mayor Klausing expressed concern with current discussions and de- <br />signing projects from the dais, opining that such practice was not pru- <br />dent from a legal or policy standpoint. <br />Klausing moved, Willmus seconded, enactment of <br />Ordinance No. 1369 entitled, "An Ordinance Amending Title 10 of <br />the City Code, Changing the Zoning Map Designation of Certain Real <br />Property at 619 - 637 Larpenteur Avenue from Retail Business Dis- <br />trict (B-2) to General Business District (B-3);" based on the comments <br />and findings of Sections 5, 6 and 10 of the project report dated June <br />16, 2008. <br />Mayor Klausing spoke in support of the motion, opining that this <br />would be an asset to the neighborhood and community; and that other <br />potential permitted uses may have a more negative impact to the <br />neighborhood. • <br />
