Pust moved, Willmus seconded, DENIAL of the request fora Vari- ance to Roseville City Code, Section 1005 (Business Districts) for Ficek Investment Company, LLC at 619-637 Larpenteur Avenue (PF08-017); relying on the site plan as presented and granted by re- zoning action. Councilmember Pust opined that, in order to grant a variance, the Council had to rely on the site plan; and that under statutory require- ments, areasonable use was now indicated based on B-3 Zoning. City Attorney Squires noted the need for specificity in Findings of Fact based on undue hardship considerations; and suggested that the motion detail those Findings of Fact, such as traffic considerations and problems that may continue to exist for north access onto Alta • Vista Drive and the alternative access on Larpenteur Avenue. Councilmember Pust withdrew the motion to provide staff an oppor- tunity to work out alternatives with the developer to address stated concerns. Mayor Klausing spoke in support of tabling action on the variance. Further discussion ensued regarding conditions of variance for Alta Vista access, with right exit only; need for more information on exist- ing traffic issues; traffic movements northbound to Dale Street and Alta Vista Drive and restrictions to those movements to alleviate traf- fic and safety issues; recognition that every property along that street generates traffic and adds to the access issue.
