Regular City Council Meeting <br />Monday, June 16, 2008 <br />Page 21 <br />• <br />Roll Call <br />Ayes: Willmus; Pust; Roe and Klausing. <br />Nays: None. <br />Pust moved, Willmus seconded, DENIAL of the request fora Vari- <br />ance to Roseville City Code, Section 1005 (Business Districts) for <br />Ficek Investment Company, LLC at 619-637 Larpenteur Avenue <br />(PF08-017); relying on the site plan as presented and granted by re- <br />zoning action. <br />Councilmember Pust opined that, in order to grant a variance, the <br />Council had to rely on the site plan; and that under statutory require- <br />ments, areasonable use was now indicated based on B-3 Zoning. <br />City Attorney Squires noted the need for specificity in Findings of <br />Fact based on undue hardship considerations; and suggested that the <br />motion detail those Findings of Fact, such as traffic considerations <br />and problems that may continue to exist for north access onto Alta <br />• Vista Drive and the alternative access on Larpenteur Avenue. <br />Councilmember Pust withdrew the motion to provide staff an oppor- <br />tunity to work out alternatives with the developer to address stated <br />concerns. <br />Mayor Klausing spoke in support of tabling action on the variance. <br />Further discussion ensued regarding conditions of variance for Alta <br />Vista access, with right exit only; need for more information on exist- <br />ing traffic issues; traffic movements northbound to Dale Street and <br />Alta Vista Drive and restrictions to those movements to alleviate traf- <br />fic and safety issues; recognition that every property along that street <br />generates traffic and adds to the access issue. <br />Pust moved, Roe seconded, TABLING action to consider a Variance <br />to Roseville City Code, Section 1005 (Business Districts) for Ficek <br />Investment Company, LLC at 619-637 Larpenteur Avenue (PF08- <br />017);" to provide staff an opportunity to work out alternatives with the <br />• developer to address stated concerns <br />
