Ramsey County Presentation of Preliminary Desi n of Rice Street <br />g <br />Public Works Director Duane Schwartz introduced Ramsey County <br />Public Works Engineer Jim Tolas, and work of the Technical Advi- <br />sory Committee (TAC) process in communities along the Rice Street <br />corridor from St. Paul to the northern Ramsey County border, to build <br />consensus on future needs and preferences, meeting since February of <br />2007; with six communities, five watershed districts, Ramsey County <br />and State of MN involved in the discussions. <br />Mr. Tolas provided a brief review of the history of the roadway; turn- <br />back from the State of Minnesota to Ramsey Council; various seg- <br />ment improvements to-date; funding challenges and opportunities; <br />and redevelopment along the corridor bringing this eight mile road- <br />way forward in the priority list. <br />Mr. Tolas reviewed various segments of the roadway; features; infra- <br />structure design; typical roadway sections; right-of--way considera- <br />tions and limitations; pedestrian and commuter bicycle features; fund- <br />• ing availabilities and limitations; lane sizes; turn lane provisions; ac- <br />cident history of Rice Street and safety considerations; and commu- <br />
