Call Roll <br />Mayor Klausing called to order the regular meeting of the Roseville City Council at ap- <br />proximately 6:00 p.m. and welcomed everyone. <br />Voting and Seating Order: Roe; Pust; Willmus; Ihlan; and Klausing. <br />City Attorney Eric Quiring was also present. <br />2. Approve Agenda <br />Councilmember Ihlan requested removal of Consent Item 7.e entitled, "Approve Agree- <br />ment with Financial Crimes Services for a Worthless Check Program," for discussion. <br />By consensus, the agenda was approved as amended. <br />3. Public Comment <br />Mayor Klausing called for public comment by members of the audience on any non- <br />agenda items. <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided a bench handout dated July 10, 2008, a letter from the <br />Information Policy Analysis Division of the Minnesota Department of Admini- <br />stration responding to his request for an opinion regarding the City Council Meet- <br />ing of February 11, 2008, and whether there should have been a copy of an e-mail <br />from City Manager Malinen to the City Council regarding the Davanni's Liquor <br />License violation provided to the public. <br />Mr. Kysylyczyn requested an in-depth investigation to study the crux of the issues <br />of Davanni's liquor license violation and apparent early morning meeting "in se- <br />cret" resulting in a report reducing their penalty by 97%; asked how and why this <br />had occurred; and why no copy of this a-mail correspondence had been provided <br />to the public. <br />City Manager Bill Malinen read a prepared statement regarding the matter in <br />question; and clarified that the correspondence received by Mr. Kysylyczyn and <br />copied to Mayor Klausing and City Manager Malinen was an advisory analysis <br />and opinion that the City had not complied with Open Meeting statutes due to not <br />providing a copy of the a-mail for public information. City Manager Malinen ac- <br />cepted full responsibility for this oversight; acknowledging that he resent an e- <br />mail the morning of the meeting, which had not been included in the public meet- <br />
