Mr. Malinen advised that not providing public copies of the a-mail <br />was a mistake on his part, and that he had no intent to withhold the a-mail, or its <br />intent from the public. Mr. Malinen noted that the facts addressed in the a-mail <br />were disclosed at the City Council meeting, but that no written copy of the e-mail <br />was available for public information. Mr. Malinen apologized for this oversight; <br />and assured Councilmembers and the public that in the future copies will be pro- <br />vided for public information. Mr. Malinen provided public copies of the e-mail <br />dated February 11, 2008. <br />Councilmember Ihlan thanked Mr. Kysylyczyn for bringing this item up; and ac- <br />knowledged City Manager Malinen for taking responsibility. Councilmember Ih- <br />lan questioned if the documents have since been made public. <br />City Manager Malinen advised that the documents were provided to the State, as <br />well as Mr. Kysylyczyn, immediately after the February 11, 2008 meeting. <br />Councilmember Ihlan suggested that a future City Council agenda include an item <br />for policy review of public information policies for availability of documents to <br />avoid such events in the future. <br />Mayor Klausing concurred; noting that with the initial creation of Open Meeting <br />laws, a-mails were not in use as they are today; and assured the public that the <br />City Council takes their responsibilities very seriously, and wanted to make sure <br />procedures were in place to ensure transparency and public availability of the <br />business before the Council and materials available in their decision-making. <br />4. Council Communications, Reports & Announcements & HRA Report <br />Councilmember Roe reminded citizens of the Tuesday, July 15, 2008 deadline for filing <br />for the City Council election. <br />Councilmember Roe reminded citizens regarding upcoming meetings of Comprehensive <br />Plan Steering Committee. <br />Mayor Klausing noted his attendance at a recent press conference, where the City of <br />Roseville was awarded a $1.78 million grant for pathway construction along County <br />Road B-2 west of Rosedale through Falcon Heights and Lauderdale, down Fairview <br />Avenue and through the University of MN St. Paul campus to provide further connec- <br />tivity. Mayor Klausing expressed his enthusiasm for this exciting opportunity for the <br />City. <br />Councilmember Pust presented recognition and a flag awarded to the City of Roseville, at <br />a recent ceremony she attended on behalf of the City of Roseville and representing the <br />City Council, given by the 23 returning men and women Minnesota National Guard's <br />247th Finance Detachment serving during Operation Iraqi Freedom. Councilmember <br />Pust noted that this specific American flag was flown over the Mayor Cell Det 1/332 <br />
