Discussion of Leaf Collection Program <br />Public Works Director Duane Schwartz provided background information and <br />considerations for a City Council discussion to consider resources currently di- <br />rected to the City's leaf collection program, and possible reallocation of those re- <br />sources for unmet needs of meeting storm water regulations, aging infrastructure, <br />and maintenance of boulevard trees and streetscapes. This information was de- <br />tailed in the staff report dated July 14, 2008; and staff recommended no change in <br />current operation of the Leaf Recycling Center. <br />Mr. Schwartz presented the various considerations of the program as follows: <br />
