Regular City Council Meeting <br />Monday, July 14, 2008 <br />Page 3 <br />EMSG Garrison Command Headquarters LSA Anaconda, Balad, Iraq on February 17, <br />2008; and was accepted by Councihnember Pust on behalf of the City with honor for <br />their service and their citizenship in our community. <br />a. Quarterly Housing & Redevelopment Authority (HRA) Report <br />Councilmember Tammy Pust introduced highlights of HRA work over the past <br />year, concentrating on the theme: "A Hand Up, not a Hand Out;" review of differ- <br />ent HRA programs for their continued efficiencies and responding to current <br />needs of residents; consolidation of two former programs into one; changes to the <br />Roseville Rambler Design program; consideration of the creation of a multi- <br />family loan program; and with City Council support, made $105,000 available for <br />code enforcement abatement activities. Councihnember Pust advised that future <br />initiatives and discussions involved how to better incorporate environmental <br />stewardship and green designs; and how to enhance the Home and Garden Fair <br />with additional green and sustainable initiatives. <br />RVHRA Quarterly Update <br />Community Development Director Patrick Trudgeon provided the Roseville HRA <br />Quarterly report, and reviewed the update in more detail <br />Discussion included the role of the City versus providing resource information <br />and limited role in gap financing for those projects lacking access or interest from <br />the private lending sector; increased market for multi-family unit lending in the <br />private sector; impacts of current economic stresses; non-financial assistance pro- <br />vided by the HRA in matching lending partners to Westwood Village and the re- <br />cent commitment for their project from a private bank; pilot stage of green design <br />-and potential partnerships to provide energy audits; and the first step in the <br />Neighborhood Enhancement Program and positive feedback on the program to- <br />date and resolutions in code compliance issues in that first project, while compil- <br />ing data on problem areas and success ratios for each area as the program devel- <br />ops. <br />Mayor Klausing suggested that the City's website information be reviewed for <br />links and up-to-date information. <br />Mr. Trudgeon concluded with a report on activities of Housing Resource Center <br />as of the end of June 2008. <br />Mayor Klausing thanked Councilmember Pust, HRA Chair Bill Majerus, present <br />in the audience; Community Development Staff person, Jeanne Kelsey; and <br />thanked the HRA for their work and update. <br />5.
