EXTRACT OF MINUTES OF MEETING <br />OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota was duly held on the 27th day of August, 2007, at 6:00 <br />p.m. <br />The following members were present: Ihlan, Pust, Kough, Roe, and Klausing <br />and the following were absent: None. <br />Member Roe introduced the following resolution and moved its adoption: <br />RESOLUTION No. 10547 <br />A Resolution Authorizing the Distribution of Draft Alternative Urban Areawide Review <br />(AUAR) Update Document for the Twin Lakes Business Park <br />WHEREAS, In August 2001, the City of Roseville acting as the Responsible Governmental <br />Unit approved an Alternative Urban Areawide Review for the Twin Lakes Business Park Area. <br />WHEREAS, The five-year time period of the document has elapsed, which triggers the <br />updating of an AUAR document under Minnesota Rule Section 4410.3610 Subp. 7 A. <br />WHEREAS, On June 20, 2006, the Roseville City Council unanimously approved a motion <br />directing staff to take steps necessary to update the 2001 AUAR. <br />WHEREAS, On September 20, 2006, the Roseville City Council initiated the development of <br />the AUAR Update by approving a motion to accept a contract with the consulting firm DSU to <br />assist the City in completing the update of the Twin Lakes AUAR. <br />WHEREAS, Distribution of the Draft AUAR Update is required by Minnesota Rules Section <br />4410.3610 Subp. 5 D. <br />WHEREAS, Distribution of the proposed Draft AUAR Update does not constitute approval of <br />any specific project pursuant to zoning, subdivision, or other official controls of either the City <br />of Roseville, as applicable. Rather, preparation and distribution of the proposed draft Final <br />AUAR Update is mandated by the Environmental Review Program, Environmental Quality <br />Board, Chapter 4410 Minnesota Rules. Any proposed specific project within the AUAR area <br />remains subject to applicable local zoning, subdivision, or other official controls. Specific <br />projects that are consistent with the assumptions of the adopted Final AUAR and that comply <br />with the mitigation plan within the Final AUAR Update are exempt from further environmental <br />
