Regular City Council Meeting <br />Monday, July 28, 2008 <br />Page 5 <br />Councilmember Willmus sought clarification on how much of a contingency was <br />built into the projected costs for the geothermal refrigeration system. <br />Finance Director Miller advised that he was anticipating $2.1 - $2.2 million, <br />based on the latest information provided from Parks and Recreation Director <br />Lonnie Brokke. However, Mr. Miller cautioned that there may be additional re- <br />design or re-engineering that has not been foreseen. Mr. Miller opined that there <br />was nothing to suggest at this time that the full $2.55 million was needed; and if <br />determined by the August 25, 2008 sale date that this figure represented too much <br />of a contingency, an option would be available to reduce the Sale amount, or take <br />additional monies and apply them to the debt service, minimizing the impact to <br />taxpayers for 2009. <br />Roll Call <br />Ayes: Roe; Pust; Willmus; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />b. Approve Fire Department Position Description (former Consent Agenda <br />Item 7.e) <br />At the request of Mayor Klausing, Finance Director Chris Miller briefly reviewed <br />this item. Mr. Miller clarified that the requested Council action was to approve <br />the position description, as well as to authorize that the position be eligible for in- <br />clusion in the Police and Fire Public Employee Retirement Association (PERA), <br />as noted on the Bench Handout indicating that revised requested Council Action. <br />Further detail was included in the Council packet in the June 2, 2008 memoran- <br />dum from Fire Chief Gasaway to City Manager Malinen, regarding guidance and <br />recommendations from PERA on dual-role positions. <br />Councilmember Pust sought clarification of the level of the proposed position and <br />whether it would remain cost-neutral as originally presented with this addition of <br />PERA benefits. Councilmember Pust questioned if the position, as it was filled <br />before, had been at the highest classification. <br />Chief Gasaway anticipated an additional $2,000 cost estimate for PERA benefits; <br />but noted that the actual amount would depend on the rate of pay wage within the <br />established and specified pay range, with $2,400 being the maximum compensa- <br />tion level for the PERA benefit. However, Chief Gasaway didn't anticipate that <br />the new employee would be brought in at maximum compensation of that range. <br />Chief Gasaway advised that former Administrative Assistant Sue Wolter was at <br />maximum pay in the range. <br />Councilmember Roe clarified that the original position was not previously part of <br />the Police and Fire PERA Fund. <br />
