Regular City Council Meeting <br />Monday, July 28, 2008 <br />Page 6 <br />Chief Gasaway clarified that the previous part-time administrative position was in <br />the PERA Coordinated Fund. <br />Mayor Klausing asked that Chief Gasaway review, for the public's benefit, the <br />original administrative position, the Department's goal, and the current request <br />before the City Council. <br />Chief Gasaway reviewed the original administrative position held by Ms. Wolter <br />for 17 years on a part-time basis until her untimely death. Chief Gasaway noted <br />that at the time of her death, and her intended retirement within a year, discus- <br />sions were underway as to the future duties and responsibilities of the position, <br />based on Fire Department needs, including a potential dualrole to maximize <br />weekday on-call firefighter manpower and administrative needs of the depart- <br />ment. Chief Gasaway noted that, during those discussions, PERA had approved a <br />dual-role, stipulating that the job description, and subsequent City Council action, <br />specifically acknowledge that firefighter duties would be the first priority of the <br />position. Chief Gasaway further noted that similar dual-role positions are used in <br />Fire Departments in Spring Lake Park, Blaine, and Moundsview. <br />Councilmember Pust clarified that, since this position would be eligible for PERA <br />pension, it would not be eligible for other pensions. <br />Chief Gasaway verified that such an option had been eliminated several years <br />ago. <br />Ihlan moved, Klausing seconded, approval of the Firefighter/Department Assis- <br />tant Position Description for the Fire Department; and to authorize that position to <br />be eligible for inclusion in Police and Fire Public Employee Retirement Associa- <br />tion (PERA). <br />Roll Call <br />Ayes: Roe; Pust; Wilhnus; Ihlan and Klausing. <br />Nays: None. <br />9.
