Regular City Council Meeting Monday, July 28, 2008 Page 6 Chief Gasaway clarified that the previous part-time administrative position was in the PERA Coordinated Fund. Mayor Klausing asked that Chief Gasaway review, for the public's benefit, the original administrative position, the Department's goal, and the current request before the City Council. Chief Gasaway reviewed the original administrative position held by Ms. Wolter for 17 years on a part-time basis until her untimely death. Chief Gasaway noted that at the time of her death, and her intended retirement within a year, discus- sions were underway as to the future duties and responsibilities of the position, based on Fire Department needs, including a potential dualrole to maximize weekday on-call firefighter manpower and administrative needs of the depart- ment. Chief Gasaway noted that, during those discussions, PERA had approved a dual-role, stipulating that the job description, and subsequent City Council action, specifically acknowledge that firefighter duties would be the first priority of the position. Chief Gasaway further noted that similar dual-role positions are used in Fire Departments in Spring Lake Park, Blaine, and Moundsview. Councilmember Pust clarified that, since this position would be eligible for PERA pension, it would not be eligible for other pensions. Chief Gasaway verified that such an option had been eliminated several years ago. Ihlan moved, Klausing seconded, approval of the Firefighter/Department Assis- tant Position Description for the Fire Department; and to authorize that position to be eligible for inclusion in Police and Fire Public Employee Retirement Associa- tion (PERA). Joint Meeting with the Police Civil Service Commission Mayor Klausing welcomed the Commissioners from the City's Police Civil Ser- vice Commission. Those Commissioners present included Ms. Teresa Bailey, new to the Commission this year; Ms. Linda Lange, newly-elected Chair of the Commission, and Mary Jean Turinia Anderson.
