Regular City Council Meeting <br />Monday, July 28, 2008 <br />Page 7 <br />Chair Lange provided a brief opening statement and talked of the uniqueness of <br />the Commission in looking at officers potentially trained and hired by the Rose- <br />ville Police Department, and their oversight of statutory process, as citizens. <br />Responsibilities and Duties of the Commission <br />Ms. Turinia-Anderson briefly reviewed the responsibilities and duties of Commis- <br />sioners; frequency of meetings; monitoring of the fairness and impartiality of Po- <br />lice Department hiring, in addition to promotions, resignations, suspensions, dis- <br />charges, or layoffs, as an objective outside party. <br />Councilmember Roe clarified, for the public's benefit, the Commission's role, not <br />as a civilian review board for Police Department activities, but as a body to re- <br />viewpolicies related to the department. <br />Councilmember Pust inquired if the Commission had any interaction with the <br />City's Human Rights Commission. <br />Commissioner Lange said that they had not interacted in the past. <br />Mayor Klausing thanked the Commissioners for their service, and their atten- <br />dance at tonight's meeting. <br />Commissioner Lange expressed her personal pride in the City's Police Depart- <br />ment, both from the perspective of a citizen and as a Commissioner. <br />12. Business Items (Action Items) <br />a. Consider Community Development Department Request to Perform a City <br />Abatement for Unresolved Violations of City Code at 2036 Western Avenue <br />Permit Coordinator Don Munson reviewed the request for City abatement of cur- <br />rent and remaining violations from those detailed on the report dated July 28, <br />2008. Mr. Munson reviewed the number of contacts with the property owner over <br />a number of months; and current remediation being done by the property owner's <br />son. Mr. Munson advised that significant progress was being made, but that some <br />violations remained incomplete; and asked that the City Council consider the re- <br />quested action as an option to ensure continued progress and compliance. <br />Discussion included the items completed and those remaining out of compliance; <br />ongoing issues with the property over a period of years; neighborhood complaints <br />providing awareness of outstanding and non-compliance issues; and a timeframe <br />for the work to be completed, suggested by staff at two weeks. <br />The property owner was not present at tonight's meeting. <br />Pust moved, Roe seconded, directing staff to abate public nuisance violations that <br />still remain as specified during tonight's presentation, unless improved within a <br />
