Call Roll <br />Mayor Klausing called to order the regular meeting of the Roseville City Council at ap- <br />proximately 6:00 p.m. and welcomed everyone. <br />Voting and Seating Order: Ihlan; Pust; Roe; Willmus; and Klausing. Mayor Klausing <br />noted that Councilmember Pust had advised that she would be delayed approximately 10 <br />minutes due to traffic. <br />City Attorney Scott Anderson was also present. <br />2. Approve Agenda <br />Councilmember Ihlan requested removal of Consent Agenda Item 7.e entitled, "Approve <br />RNC Agreement for Fire Department." <br />By consensus, the agenda was approved as presented OR as amended. <br />3. Public Comment <br />Mayor Klausing called for public comment by members of the audience on any non- <br />agenda items. <br />a. Jack Cann, Attorney with Housing Preservation Project, 570 Asbury, St. <br />Paul <br />Mr. Cann reviewed the mission of the Housing Preservation Project to preserve <br />and supply affordable housing in state and nation. <br />Mr. Cann opined that the consequences of the City Council's recent decision to <br />approve a bond sale for Centennial Commons Apartments in Roseville had been <br />to allocate scarce public resources from a limited state allocation, in addition to <br />numerous negative impacts on residents, including rent increases of $75 - <br />$150/month, a number of eviction notices without cause, and a probable higher <br />purchase price for the developer due to the bonding funds. Mr. Cann questioned <br />the public purpose results through the sale of these bonds; and asked for the City <br />Council to enlighten him of the public purpose served. <br />Mayor Klausing clarified the distinction of the bond issue, and conduit financing <br />through the City for the project; and the City Council's support of opportunities <br />for owner rehabilitation of multiple family housing, while retaining as much af- <br />fordable housing in the community as possible. Mayor Klausing, while not im- <br />mediately recalling the specifics of this action, assured Mr. Cann that the intent of <br />
