Regular City Council Meeting
Monday, August 11, 2008
Page 2
the City Council was similar to the mission of Mr. Cann's firm, and asked that the
City Council be given an opportunity to look into the matter further. Mayor
Klausing asked Mr. Cann of his specific request to the City Council at this time.
Mr. Cann opined that had the City Council not acted, rates for those units would
have remained lower and recipients of eviction notices would not have been
served. Mr. Cann reviewed current median rental rates in the Twin Cities, and
sought additional information from the developer's submission materials as to the
projected rental rates.
Mayor Klausing again asked Mr. Cann what his purpose was in coming before the
City Council, and his desired action of the City Council in order to move forward,
rather than having the City Council being viewed as the enemy; again assuring
Mr. Cann of the City Council's support of affordable housing, and his desire to
solve any past errors that staff and/or the City Council may have made in support-
ing this particular project.
Mr. Cann suggested that the City work jointly with him to see if anything could
be done; and asked that staff respond to the data practices act that he had submit-
ted three weeks ago, requesting all data from the developer.
Mayor Klausing advised that this was the first he'd heard of the request, and
asked City Manager Malinen on the status of the information request.
City Manager Malinen advised that staff had received the request, and had re-
sponded to it, with the information provided to Mr. Cann via compact disc.
Mayor Klausing asked that Mr. Cann follow up with him, staff or the City Coun-
cil as awhole if Mr. Cann thought the situation needed to be reviewed more spe-
cifically.
Councilmember Pust arrived at this time; approximately 6:12 p.m.
Councilmember Ihlan opined that she would be happy to put this on a future
agenda to review what was presented to the City Council, and rationale for the
City Council's decision that the project served a public purpose.
Mayor Klausing noted that the information presented to the City Council in
agenda packet materials was readily available to the public, and individual Coun-
cilmembers, via the City's website.
Councilmember Ihlan opined that her personal point of concern was, if the City
had been asked to serve as a conduit for this bond financing, it was important that
the City Council know what representations were made and what analysis had
been performed; to allow the City Council to address this situation.
