Regular City Council Meeting <br />Monday, August 11, 2008 <br />Page 12 <br />Further discussion included Councilmember preference that the City Energy Pol- <br />icy and continued code enforcement efforts remained funded; whether the Code <br />Enforcement was yet in place; work of the subcommittee on trails and pathways <br />to identify the sidewalk plan/project and whether funding would need to be pro- <br />vided for any outside consulting; and portions of the trail system and sidewalk <br />component that would be in conjunction with the Park Master Plan, as well as <br />those connections outside of parks. <br />City Manager Malinen clarified staff's request to proceed with initiating the Parks <br />Master Plan to gain momentum and continue toward completion of identified pri- <br />orities. <br />Councilmembers hesitated to take immediate action without more public notice <br />and comment; and sought to pursue additional discussion during the 2009 budget <br />presentation. <br />b. Discuss 2008 City of Roseville and Roseville Area Schools Meeting Summary <br />and Action Plans <br />City Manager Malinen presented potential action steps between Roseville Area <br />School District No. 623 and the City of Roseville that he and Dr. Thein had iden- <br />tified for collaborative action steps, as discussed by both bodies at a joint meeting <br />held June 25, 2008. <br />City Manager Malinen asked that the City Council accept the Meeting Summary <br />and Action Plan, noting that the School Board would be taking similar action, and <br />that this action would allow staff to move forward. Mr. Malinen noted that identi- <br />fication of a community facilities inventory appeared to be the most significant <br />priority for the benefit of the School District, City and the community to deter- <br />mine what was available and what unmet needs were evident. <br />Councilmember Roe noted that, on page 4 of Attachment A, the final four (4) <br />possible action steps were not specifically telecommunication needs, and sug- <br />gested that these be identified under a separate heading. <br />City Manager Malinen concurred, suggesting that those final four (4) items be <br />under a heading identified as "Overall Needs." <br />Councilmember Ihlan opined that she didn't feel comfortable approving all of the <br />items, but was amenable to receiving them as steps that had been discussed at the <br />joint meeting. <br />Klausing moved, Roe seconded, receipt of the 2008 City of Roseville and School <br />District 623 Meeting Summary and Action Plan, identified as "Attachment A" to <br />the staff report dated August 11, 2008. <br />
