Regular City Council Meeting
Monday, August 11, 2008
Page 3
b. Al Sands, 2612 Aldine
Mr. Sands displayed an article from the online RosevilleReview.com with the
headline, "Jury finds Janet Delmore `not guilty'," and questioned what she'd been
found `not guilty' of, and questioned if the jury had been unanimous in their deci-
sion. Mr. Sands advised that he understood from Ms. Delmore that it was a
unanimous decision, and expressed his concern that she had been treated in this
fashion, when she had assured him that she was simply seeking an apology that
she was mistreated. Mr. Sands advised that it was his intent to obtain Ms. Del-
more's file and determine for himself what had happened. Mr. Sands opined that
it was his understanding that Ms. Delmore has a chip on her shoulder, and further
opined that she may rub the Police Department the wrong way, but further opined
that both parties needed to learn to live together. Mr. Sands expressed concern
that the issue had been made public, and that Ms. Delmore's career and reputation
had been destroyed; and sought clarification as to why, who and how the situation
had been made public.
Mayor Klausing advised, from his understanding of events, that all arrests were
public information and available to the news media. Mayor Klausing advised Mr.
Sands that staff could provide the public information available regarding the
situation.
Mr. Sands opined that Ms. Delmore's life had been damaged, and that the City
looked foolish; and further opined that the City had been wrong in bringing this
forward.
Mayor Klausing clarified that the burden had been on the state to prove Ms. Del-
more's guilt in obstructing duties of the officer, and that the failure to convict
meant that the state failed to meet that burden of proof, and that he respected the
jury's decision. Mayor Klausing advised that the City Council, through staff,
would respond to Mr. Sands' request as to how this situation became public.
c. Ms. Kari Thomas, resident at Centennial Commons Apartment Building
Ms. Thomas, a resident of Centennial Commons for over 11 years, reviewed ac-
tivities over the last several months and requests of apartment management to
complete income information forms, without being provided a definite explana-
tion of those income guidelines. Ms. Thomas, given the concerns of numerous
residents, advised that she'd requested use of the facility's community room for a
resident meeting to discuss the matter, and along with another neighbor, had pro-
vided hand-delivered notices to all residents. Ms. Thomas advised that, four days
prior to the meeting when management got word, she was advised that she was
being denied access to the community room, and a notice was distributed that the
meeting had been cancelled. Ms. Thomas noted that she had received a letter
from management, delivered under her door, accusing her of interfering with
management business. Ms. Thomas advised that she went ahead with the meet-
