Approve Agreement with the City of Lake Elmo for Accounting-related Ser- vices Roe moved, Ihlan seconded, approval of an Agreement between the City of Rose- ville and the City of Lake Elmo for the purposes of providing part-time account- ing-related services. Adopt a Resolution to Approve 2008 Apportionment of Assessments Roe moved, Ihlan seconded, adoption of Resolution No. 10646 entitled, "Resolu- tion Relating to Apportionment of Assessments for the Year 2008." Roll Call Ayes: Ihlan; Pust; Roe; Willmus; and Klausing. Nays: None. 8. Consider Items Removed from Consent a. Approve Republican National Convention (RNC) Agreement for Fire Depart- ment (Former Consent Agenda Item 7.e) At the request of Mayor Klausing, City Manager Malinen advised that the proposed Agreement provided more specificity to the upcoming RNC than the current Mutual Aid Agreement. Councilmember Ihlan questioned what was covered under this proposed agreement, and specific language of specific requests for assistance (Page 1 and 2 of the Agree- ment -Attachment A) and those defined as of anon-emergency nature. Fire Chief Rich Gasaway and Assistant Chief Tim O'Neill were present. Assistant Chief Tim O'Neill responded that emergency services were in case of a fire and/or rescue emergency if the City of St. Paul became short-staffed; and clarified that the only non-emergency service would be to provide standby coverage if the City of St. Paul's Fire Department was tied up in a large emergency event. Chief Gasaway advised that the City of St. Paul could ask the City of Roseville's Fire Department for anything, but further advised that the City of Roseville was not obli- gated to provide those requested services. Chief Gasaway clarified that the language was not open for the City of St. Paul to use Roseville's personnel for anything outside the realm and intent of the Roseville Department's mission; and if such a request were made, the City would deny their request. Chief Gasaway assured Councilmem- bers and the public that the Department would stay consistent with their mission.
