Approve Agreement with the City of Lake Elmo for Accounting-related Ser- <br />vices <br />Roe moved, Ihlan seconded, approval of an Agreement between the City of Rose- <br />ville and the City of Lake Elmo for the purposes of providing part-time account- <br />ing-related services. <br />Roll Call <br />Ayes: Ihlan; Pust; Roe; Willmus; and Klausing. <br />Nays: None. <br />f. Adopt a Resolution to Approve 2008 Apportionment of Assessments <br />Roe moved, Ihlan seconded, adoption of Resolution No. 10646 entitled, "Resolu- <br />tion Relating to Apportionment of Assessments for the Year 2008." <br />Roll Call <br />Ayes: Ihlan; Pust; Roe; Willmus; and Klausing. <br />Nays: None. <br />8. Consider Items Removed from Consent <br />a. Approve Republican National Convention (RNC) Agreement for Fire Depart- <br />ment (Former Consent Agenda Item 7.e) <br />At the request of Mayor Klausing, City Manager Malinen advised that the proposed <br />Agreement provided more specificity to the upcoming RNC than the current Mutual <br />Aid Agreement. <br />Councilmember Ihlan questioned what was covered under this proposed agreement, <br />and specific language of specific requests for assistance (Page 1 and 2 of the Agree- <br />ment -Attachment A) and those defined as of anon-emergency nature. <br />Fire Chief Rich Gasaway and Assistant Chief Tim O'Neill were present. <br />Assistant Chief Tim O'Neill responded that emergency services were in case of a fire <br />and/or rescue emergency if the City of St. Paul became short-staffed; and clarified <br />that the only non-emergency service would be to provide standby coverage if the City <br />of St. Paul's Fire Department was tied up in a large emergency event. <br />Chief Gasaway advised that the City of St. Paul could ask the City of Roseville's Fire <br />Department for anything, but further advised that the City of Roseville was not obli- <br />gated to provide those requested services. Chief Gasaway clarified that the language <br />was not open for the City of St. Paul to use Roseville's personnel for anything outside <br />the realm and intent of the Roseville Department's mission; and if such a request <br />were made, the City would deny their request. Chief Gasaway assured Councilmem- <br />bers and the public that the Department would stay consistent with their mission. <br />
