Regular City Council Meeting <br />Monday, August 11, 2008 <br />Page 8 <br />Councilmember Ihlan questioned who would make the ultimate call; with Chief Ga- <br />saway advising that the Roseville Department's management staff would make that <br />call, in consideration of whatever was in the best interest of the City of Roseville and <br />its residents; noting that if the Department's personnel were tied up, they would re- <br />spond accordingly to the City of St. Paul's request(s). <br />Councilmember Ihlan questioned how staffing for Roseville would be impacted in <br />light of this proposed JPA. <br />Assistant Chief O'Neill advised that the Department had reviewed potential risk for <br />the City with the number of additional people in the City of Roseville due to the State <br />Fair, additional hotel bookings, and the RNC, and that both the Police and Fire De- <br />partments individually and collectively had determined their levels of service between <br />10:00 a.m. and Midnight, regardless of any services requested by the City of St. Paul. <br />Assistant Chief O'Neill advised that if there was staffing available outside the City's <br />needs, one could be sent to St. Paul. <br />Councilmember Ihlan sought clarification as to whether there were any plans for <br />overtime staffing to cover the slack. <br />Assistant Chief O'Neill advised that no overtime staffing was anticipated; with the <br />only exception being if there were a significant event that occurred in Roseville or the <br />City of St. Paul, at which time additional personnel would be called back in any <br />event. <br />Councilmember Ihlan questioned whether additional federal funds to cover additional <br />liability were available to the Fire Department, similar to that for Police security. <br />Assistant Chief O'Neill advised that the Fire Department's liability remained the <br />same as if outside the realm of the RNC; and advised that while this agreement was <br />specifically timed around RNC events, it was the Department's intent that the level <br />of cooperation would continue beyond the convention, and serve as an opportunity <br />for partnership with the City of St. Paul and the City of Roseville Fire Departments. <br />Councilmember Ihlan clarified that the draft agreement allowed for reimbursement to <br />Roseville beyond the current mutual aid agreement. <br />Assistant Chief O'Neill concurred; noting that the current time frame was for twelve <br />(12) hours, with the proposed agreement allowing for eight (8) hours and allowing for <br />cumulative incidents. <br />Councilmember Pust questioned a previous letter from the City of St. Paul to various <br />area departments for their Fire Departments to perform law enforcement duties. <br />
