Regular City Council Meeting <br />Monday, August 18, 2008 <br />Page 5 <br />At the request of Mayor Klausing, City Manager Bill Malinen briefly reviewed <br />this item, along with Parks and Recreation Director Lonnie Brokke. <br />Mayor Klausing sought clarification, in consideration of the already-identified <br />2009 budget constraints, if the City Council wished to approve this item, based on <br />the matching $8,000 in-kind services and financial support requirement of the <br />Metropolitan Regional Arts Council. <br />Discussion ensued regarding the source of matching funds, identified by staff as <br />already planned and budgeted in 2008 Park Improvement Program (PIP) funds <br />and/or through contributions of the Roseville Central Park Foundation; Requests <br />for Proposals (RFP's) for the original artwork currently being developed; and <br />staff noting that a final report will be provided to the City Council on the source <br />of in-kind services and funds once finalized. <br />Ihlan moved, Roe seconded, approval of acceptance of a grant from the Metro- <br />politan Regional Arts Council for $8,000 to commission and install an original <br />piece of art at the Frank Rog Amphitheatre with matching in-kind services and fi- <br />nancial support valued at $8,000.00 <br />Roll Call <br />Ayes: Ihlan; Pust; Roe; Willmus; and Klausing. <br />Nays: None. <br />9. Consider Re-appropriation of Imagine Roseville 2025 Funds <br />City Manager Malinen briefly reviewed the request for re-appropriation of the <br />remaining $44,000 in 2008 Imagine Roseville 2025 initiative funding to initiate <br />the Parks and Recreation Master Planning process. <br />Councilmember Ihlan expressed concern, in light of recent budget discussions, in <br />additional funding being available in the 2009 Budget to complete the Master <br />Plan process, and questioned the rationale in making this a higher priority that <br />funding for the Diseased Tree Program. Councilmember Ihlan spoke in support <br />of the Master Plan process, and for the initial $40,000; however, expressed con- <br />cern that if funding for the entire project was not immediately forthcoming in <br />2009, would the initial investment of $40,000 been fruitless, or would it serve as <br />the first phase in a phased project as funds became available, without taking funds <br />away from the City's core services. <br />
