Regular City Council Meeting <br />Monday, August 18, 2008 <br />Page 6 <br />Councilmember Pust questioned if the $40,000 were to be allocated, if there was a <br />steep cutting off point if the remainder didn't receiving funding. <br />City Manager Malinen advised that staff anticipated developing a scope for the <br />Planning process, and if the remaining funding were not forthcoming, the initial <br />portion of the process could still move forward. Mr. Malinen advised that it was <br />staff's intent for Parks and Recreation staff to do as much of the planning inter- <br />nally as possible. <br />Councilmember Pust opined that it seemed a waste to start the process if the pro- <br />gram ended due to a lack of additional funding. <br />Parks and Recreation Director Lonnie Brokke advised that the purpose of the pre- <br />liminary RFP meetings was to determine what firms could do what the range in <br />scope might be, and that this would guide the process when being formulated. <br />Mr. Brokke opined that it made sense to start and complete the process in a rea- <br />sonable time frame, to allow for extensive community involvement and due to <br />impacts that tied into the entire park and recreation system from those individual <br />components without losing continuity. <br />Councilmember Pust opined that such a result was her concern. Councilmember <br />Pust agreed that the Master Plan process was needed; however, opined that if City <br />Council consensus was not forthcoming in support for the Master Plan process in <br />upcoming budget discussions, she needed assurances that the $40,000 was well <br />spent on a specific portion of the Planning process within a reduced scope that <br />would serve a benefit to the community. <br />Councilmember Ihlan concurred with Councilmember Pust's observations; opin- <br />ing that she was inclined to wait and roll over that funding for other Imagine <br />Roseville 2025 projects, noting that it would pay a substantial portion of the Dis- <br />eased Tree program. Councilmember Ihlan, while supportive of the Master Plan- <br />ning process opined that she would rather hold off until the City was in a budget <br />cycle where the plans could be implemented in their totality. <br />Councilmember Roe noted past discussions with the Parks and Recreation Com- <br />mission on funding and upgrades, and how those discussions tied into the Master <br />Plan process for more cost-effective pursuit. Councilmember Roe opined that by <br />having a Master Plan in place to determine those needs and their priorities as soon <br />as possible, rather than assuming that it can't be done, seemed more prudent. <br />Councilmember Roe further opined that if planning was put off until later, neces- <br />sary upgrades may never be accomplished, and that if funds were not allocated <br />toward the Master Plan effort in 2009, those funds should be put toward capital <br />needs and maintenance of parks. <br />
