Regular City Council Meeting <br />Monday, March 17, 2008 <br />Page 20 <br />City Planner Thomas Paschke reviewed specifics for the McGough Development <br />proposal to be designed/developed as acorporate campus to include two six-story <br />office buildings totaling 475,000 square feet; aone-story, 100,000 square foot of- <br />fice/laboratory; athree-story, 530 vehicle parking structure; afour-story, 903 ve- <br />hicle parking structure; five surface parking lots totaling 577 stalls; three storm <br />water management areas/ponds; and other site improvements/amenities as de- <br />tailed in the project report dated March 17.2008. <br />Mr. Paschke reviewed the Concept nature of the project, with buildings shown in <br />generalized locations, and criteria achieved in the Twin Lakes Master Plan and <br />Urban Design Principles; public pedestrian connections throughout the campus; <br />public meetings and hearings held to-date; and noted the February and March <br />2008 Planning Commission meeting minutes, provided as a bench handout. Mr. <br />Paschke reviewed public notice provided, and public comment received to-date, <br />in addition to discussions held by the developer with Friends of Twin Lakes. <br />Councilmember Ihlan questioned considerations provided by the developer for the <br />oak grove natural habitat, and identification by the Metropolitan Council during <br />the AUAR review and comment period, that the area should be preserved. Coun- <br />cilmember Ihlan noted that the area appeared to be in a proposed expansion area <br />by the developer for future single-story office expansion, and sought assurances <br />that the area would be preserved. <br />Mr. Paschke advised that the expansion area, to his knowledge, was not part of <br />this proposal, and was not currently owned by the developer. <br />City Engineer Debra Bloom and City Traffic Consultant with SRF Consulting, <br />Craig Vaughn reviewed various development scenarios for traffic as the area de- <br />veloped, and various stages from current, 2011, and 2016, as detailed in the pro- <br />ject report dated March 17, 2008. <br />Three internal roadway configurations and cumulative impacts were reviewed: <br />Configuration 1: Build Twin Lakes Parkway from Mount Ridge Road to Prior <br />Avenue <br />Configuration 2: Build Twin Lakes Parkway from Cleveland to Prior Avenue <br />Configuration 3: Build Twin Lakes Parkway from Cleveland to Fairview Avenue <br />Mr. Vaughn advised that, with identified projects, the intersection of County Road <br />C and Fairview Avenue would continue to operate unacceptably, and recom- <br />mended Configuration 3 to address the poor level of services. <br />Discussion included Fairview Avenue and traffic options; current operations <br />(Level D) for County Road C and Fairview Avenue; and peak hour traffic as- <br />sumptions. <br />
