Regular City Council Meeting <br />Monday, March 17, 2008 <br />Page 19 <br />Fairview Avenue side maybe difficult to acquire, based on past experience by the <br />City; with a roadway proposed to supposedly develop internal parcels yet to be <br />determined. Ms. McGehee opined that there was plenty of access to properties <br />along Fairview without that linkage to accommodate getting outside traffic to the <br />freeway, and didn't serve a public purpose for the citizens of Roseville. <br />Mayor Klausing clarified, based on Councilmember Roe's observation, benefits <br />detailed in the traffic study for the area that the Parkway would serve as a reliever <br />for existing and future traffic, and that the request is for design work, not con- <br />struction to look at the entire roadway as a practical matter in designing for the <br />entire project area. <br />Public Works Director Duane Schwartz concurred that this request is not for de- <br />signing to construction level plans for the final segment until that became emi- <br />nent, but that there was a distinct need to understand grades and drainage to match <br />current and prospective needs during the initial design phase. <br />Ihlan moved an amendment to the first bullet point, authorizing staff to solicit a <br />Request for Proposals (RFP) to perform design work for the municipal infrastruc- <br />ture improvements within the Twin Lakes redevelopment area for the noted road <br />segments: amending the first bullet point to read: "Twin Lakes Parkway from <br />Cleveland Avenue to Prior Avenue," rather than Twin Lakes Parkway from <br />Cleveland Avenue to Fairview Avenue. <br />Mayor Klausing declared the motion failed due to lack of a second. <br />Ayes: Pust; Roe; and Klausing. <br />Nays: Ihlan. <br />Motion Carried. <br />Roll Call <br />b. Consider Request by McGough Development for Rezoning and General Con- <br />cept Planned Unit Development for the PIK Terminal Site, 2690 Prior Ave- <br />nue (PF08-001) <br />Community Development Director Patrick Trudgeon noted that the staff report, to <br />be presented by City Planner Paschke, included additional information researched <br />by staff, and revised by McGough, based on past discussions with the City Coun- <br />cil and public comment. Mr. Trudgeon clarified that the Concept approval was <br />based on a corporate campus, with an alternative if that concept was not market- <br />able, for amulti-tenant office complex. Mr. Trudgeon noted that if the multi- <br />tenant office were to transpire, staff would advocate that a new plan go through <br />the Planning Commission process again to lay out impacts. <br /> <br />
