I ~.."""~ V,yiJ,r _ <br />t I'~ VN~r~'~ fit' ~~ ~~.$IZI! ~ 2~~ (~,,4~I~1-~ ~, ~p llG!-~~55!{N, Vl/ti-~ <br />~ ~~,fia <br />1 PLANNING FILE 08-001 <br />2 Request by McGough Construction, in cooperation with property owner PIK <br />3 Terminal, Inc., for a REZONING AND GENERAL CONCEPT PLANNED UNIT <br />4 DEVELOPMENT at 2680 Prior Avenue (PIK Terminal) for the purpose of <br />5 redeveloping into professional office, laboratory, and parking structures. <br />6 Chair Bakeman opened the Public Hearing for Planning File 08-001. <br />7 City Planner Thomas Paschke corrected the requested action; noting that the <br />8 Preliminary Plat was not under consideration at this time. <br />9 Mr. Paschke reviewed the request of McGough Development, seeking approval of a <br />10 REZONING AND GENERAL CONCEPT PLANNED UNIT DEVELOPMENT to <br />1 1 redevelop the approximately 26-acre PIK Terminal property into a corporate campus <br />12 consisting of two (2) office buildings; asingle-story laboratory; two (2) parking <br />13 structures and other site improvements. Specifically, the proposal would be <br />14 designed/developed as a corporate campus and include two (2) six-story office <br />15 buildings totaling 475,000 square feet; aone-story, 100,000 square foot laboratory; a <br />16 three-story, 530 vehicle parking structure; afour-story, 903 vehicle parking structure; <br />17 five (5) surface parking lots totaling 577 stalls, three (3) storm water management <br />18 areas/ponds, and other site improvements/amenities. <br />19 Mr. Paschke reviewed various components; possible and alternative scenarios; <br />20 comments of the Public Works Department and the Planning Commission that would <br />21 be incorporated into the staff report to the City Council; and current status of the traffic <br />22 study review and impacts to the overall system and direct impacts to the Twin Lakes <br />23 Redevelopment area; as well as a short-term traffic mitigation study attempting to <br />24 identify costs of infrastructure to accommodate redevelopment of the area and cost <br />25 allocations based on those items addressed in the AUAR. Mr. Paschke noted that <br />26 staff would be making a presentation to the City Council on those findings at their <br />27 February 11, 2008 meeting. <br />28 Mr. Paschke advised that to-date, staff's review had been directed toward the general <br />29 concept plan; discussing areas that may require additional discussion or study with <br />30 developer (i.e., pedestrian connections; design and planning principles); and that <br />31 tonight, questions and comments of Commissioners and the public were being <br />32 sought, with requested continuance of the Hearing to the March Planning Commission <br />33 meeting, in order for staff to provide responses and further refinement to the project, <br />34 incorporating. <br />35 Discussion included Section 6.3 of the staff report and the analysis to-date through <br />36 the AUAR as a guiding environmental document and what mitigations may be <br />37 necessary, which will be reported by staff to the Commission in their next report; <br />38 estimated number of employees projected for the corporate campus at 2,000; the <br />39 history of McGough construction, a Roseville firm, as a quality firm with quality <br />40 projects; and if and how this development would drive additional and adjacent <br />41 developments. <br />42 Further discussion included the proximity to the lake and park of this proposed <br />43 development; phasing of additional development in the area as driven by the market, <br />44 and amount of interest being expressed by developers for the area; and how to <br />45 ensure a balance of housing to commercial in today's marketplace. <br />46 Applicant, Mark Fabel, Project Manager, McGough Development, 8170 33`d <br />47 Avenue S, Bloomington, MN <br />48 Mr. Fabel introduced project team members present at tonight's meeting to respond to <br />49 questions of the Commission and public, including Joe Samuel, RLK; Bake Baker, <br />50 McGough's in-house architect; and Erin Lysen, Project Manager on the Twin Lakes <br />51 project.
