Regular City Council Meeting <br />Monday, March 17, 2008 <br />Page 8 <br />At the request of Mayor Klausing, City Manager Bill Malinen briefly reviewed <br />the requested action. <br />Councilmember Ihlan questioned options available to the City under another two- <br />year contract and whether it would be possible to exercise the City's right to dis- <br />continue publishing at its discretion, based on upcoming budget discussions and <br />public comments she'd received regarding various media sources and options <br />available through advanced technologies. <br />City Attorney Anderson noted that his office had not reviewed the contract exten- <br />sion, but had reviewed the original three-year contract, and assuming that similar <br />provisions were in place, the City should be under no obligation to continue pub- <br />lishing if that was their determination. <br />Councilmember Ihlan suggested that the City Council review other more cost- <br />effective options to get information to the public (i.e., utility bill inserts) and that <br />the discussion be more urgent versus non-urgent in discussions in the near future. <br />Councilmember Ihlan advised that she had no problem extending the contract if it <br />allowed the option to eliminate publication. <br />Councilmember Pust questioned how long the City had used this particular firm. <br />Councilmember Ihlan provided a brief history on the firm, previous redesign, <br />overhaul and reduced edition of the newsletter several years ago. <br />City Attorney Anderson noted that statute allowed that bidding was not required <br />for contracts under $50,000; however, noted that the bid laws specified that the <br />City obtain two quotes or proposals for purchase of services and/or supplies, and <br />suggested that the City solicit proposals at a per issue cost before entering into a <br />contract. City Attorney Anderson suggested that the City Council table action, <br />and further review the contract. <br />City Manager Malinen advised that staff would review the extension language, <br />and report back to the City Council. <br />Klausing moved, Ihlan seconded, TABLING action on the contract extension with <br />Greenhaven Printing, located at 1995 County Road B-2 in Roseville, for printing <br />of the Roseville City News; and directed the City Manager and City Attorney <br />Anderson to ensure that the contract extension is in compliance with State Statute; <br />to solicit two additional proposals; and to review contract language. <br />Roll Call <br />Ayes: Pust: Ihlan; Roe; and Klausing. <br />• Nays: None. <br />
