Regular City Council Meeting Monday, March 17, 2008 Page 8 At the request of Mayor Klausing, City Manager Bill Malinen briefly reviewed the requested action. Councilmember Ihlan questioned options available to the City under another two- year contract and whether it would be possible to exercise the City's right to dis- continue publishing at its discretion, based on upcoming budget discussions and public comments she'd received regarding various media sources and options available through advanced technologies. City Attorney Anderson noted that his office had not reviewed the contract exten- sion, but had reviewed the original three-year contract, and assuming that similar provisions were in place, the City should be under no obligation to continue pub- lishing if that was their determination. Councilmember Ihlan suggested that the City Council review other more cost- effective options to get information to the public (i.e., utility bill inserts) and that the discussion be more urgent versus non-urgent in discussions in the near future. Councilmember Ihlan advised that she had no problem extending the contract if it allowed the option to eliminate publication. Councilmember Pust questioned how long the City had used this particular firm. Councilmember Ihlan provided a brief history on the firm, previous redesign, overhaul and reduced edition of the newsletter several years ago. City Attorney Anderson noted that statute allowed that bidding was not required for contracts under $50,000; however, noted that the bid laws specified that the City obtain two quotes or proposals for purchase of services and/or supplies, and suggested that the City solicit proposals at a per issue cost before entering into a contract. City Attorney Anderson suggested that the City Council table action, and further review the contract. City Manager Malinen advised that staff would review the extension language, and report back to the City Council. Klausing moved, Ihlan seconded, TABLING action on the contract extension with Greenhaven Printing, located at 1995 County Road B-2 in Roseville, for printing of the Roseville City News; and directed the City Manager and City Attorney Anderson to ensure that the contract extension is in compliance with State Statute; to solicit two additional proposals; and to review contract language.
