Regular City Council Meeting <br />Monday, March 17, 2008 <br />Page 9 <br />9. General Ordinances <br />a. Enact a Revised Ordinance adding Chapter 907: Registration of Residential <br />Rental Property of 1 to 4 Units to Title 9 of the Roseville City Code <br />Community Development Director Patrick Trudgeon presented additional lan- <br />guage revisions to the proposed rental registration ordinance for City Council re- <br />view asdiscussed at the March 3, 2008 City Council meeting. Mr. Trudgeon <br />noted the revised language as detailed in the project report dated March 17, 2008. <br />Mayor Klausing thanked staff, as well as Councilmember Roe, for their work on <br />this ordinance and in providing for consistent language, as recommended by the <br />citizens advisory group and Housing and Redevelopment Authority's public <br />meetings. <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn expressed concern with definitions between "registration" and <br />"licensure;" questioning the City Council's intent and whether that intent con- <br />curred with requests of landlords having previously testified. <br />Councilmember Roe noted landlord concerns related to original language, re- <br />quirements, fees, and provision; however, noted that they were also concerned <br />with the initial inspection, all of which had been removed from the proposed ordi- <br />nance, with current language only enacting rental property registration. Council- <br />member Roe advised that, as lawmakers, elected officials could define terms as <br />preferred; however, noted that having worked with the landlords, opined that the <br />proposed language was in line with their expectations, and as it became effective, <br />would await their responses to the ordinance. Councilmember Roe opined that, if <br />referred to as a "license," it would certainly be a very non-restrictive "license;" <br />with the intent of the ordinance to identify rental properties and would only en- <br />force minimum standards. <br />Discussion among staff and the City Council included identifying "on campus" <br />college housing (Section 907.Os, Subd. 1), defining it as only on campus, and ex- <br />emptions not extending beyond the campus footprint. <br />Pust moved, lhlan seconded, enactment of Ordinance No. 1361 entitled, "An Or- <br />dinance Amending Title 9 by Adding Section 907 to the City of Roseville City <br />Code Regarding Registration of Residential Rental Property of 1 to 4 Units." <br />Councilmember Ihlan offered her support for the motion; however, opined that <br />previous discussions of the Task Force on inspections and mandatory inspections <br />was a major area of contention, and suggested that, while this language as refined, <br />was preferable, consideration be given to pursuing a fee rather than misdemeanor <br />prosecution for failure of landlords to register <br />
