Regular City Council Meeting <br />Monday, August 25, 2008 <br />Page 22 <br />safety and energy efficiency; $30,000 for the Ownership Rehab Program, primar- <br />ily funding the City's portion for Housing Resource Center services and pro- <br />grams; $16,400 for the Neighborhood Enhancement Program, apro-active code <br />enforcement initiative to fund abatement costs; and $42,000 for marketing and <br />studies. Mr. Trudgeon noted the HRA's presence this year at the Family Night <br />Out in Central Park and advertising energy efficiency, and to get the HRA mes- <br />sage out to the community. A sample handout and marketing tool was provided <br />as a bench handout. Finally, Mr. Trudgeon addressed general HRA expenditures <br />of $101,500 to basically cover staff costs. <br />Mr. Trudgeon advised that the HRA had done an extensive review of their ser- <br />vices and programs, eliminating or phasing out of those no longer effective. Mr. <br />Trudgeon advised that the levy request for 2009 anticipates no carryover from <br />2008; however, that there may be a small amount remaining at year-end that could <br />lower the levy before final certification of the levy in December. <br />Discussion included anticipated impact to average homeowners and taxpayers in <br />the community, representing a 2.1 % reduction overall in the HRA levy; and <br />whether the $100,000 continuing to be earmarked for HarMar Apartments for <br />grant/loan monies had been finalized, with staff advising that the determination by <br />the MHFA was anticipated in November of this year, and noted that the HRA had <br />already advised HarMar Apartments that the HRA could not continue dedicating <br />these funds year after year. <br />Councilmember Pust expressed her appreciation to the HRA, under the leadership <br />of Chair Majerus and staff, for their work, and review of programs, opining that <br />this was what the public was seeking: effective programming and services pro- <br />vided in the most cost-effective way. Councilmember Pust recognized the work of <br />the HRA in coming to the City Council with a budget having very limited impact, <br />and actually decreasing their impact on City taxpayers, while doing better pro- <br />gramming and meeting community needs. <br />On behalf of the HRA, Chair Majerus thanked the City Council for their support <br />and encouragement. <br />Pust moved, Klausing seconded, adoption of Resolution No. 10653 entitled, "A <br />Resolution Adopting a Tax Levy in 2008, Collectible in 2009;" establishing the <br />2009 Roseville Housing and Redevelopment Authority (HRA) Levy at $358,000 <br />as presented. <br />Councilmember Ihlan noted that this was a Preliminary not-to-exceed budget <br />amount. <br />Chair Majerus responded affirmatively. <br />
