Regular City Council Meeting <br />Monday, August 25, 2008 <br />Page 21 <br />Roll Call <br />Ayes: Ihlan; Pust; Roe; Willmus; and Klausing. <br />Nays: None. <br />Mayor Klausing noted that it would be more helpful for the City Council and <br />process if issues such as this could be brought to the attention of appropriate par- <br />ties prior to a meeting, with as much advance notice as possible, rather than at the <br />bench. <br />Councilmember Ihlan took issue with the apparent reprimand of Mayor Klausing. <br />Mayor Klausing clarified that his comment was directed at each individual Coun- <br />cilmember, as well as himself, as a lesson to be learned for future reference. <br />City Attorney Anderson concurred that prior knowledge of potential issues al- <br />lowed at least preliminary research to render a more qualified legal opinion in the <br />best interests of the City. <br />Roll Call <br />Ayes: Ihlan; Pust; Roe; Willmus; and Klausing. <br />Nays: None. <br />13. Presentation of 2009 Housing and Redevelopment Authority (HRA) Budget <br />HRA Chair Bill Majerus introduced tonight's presentation, and incorporation of <br />the HRA Strategic Plan into the HRA's requested 2009 budget and levy. <br />Executive Director Patrick Trudgeon presented the Roseville HRA Strategic Plan, <br />guiding the work plan and basis for the 2009 budget, under the motto of providing <br />a "hand up, not a hand out." A summary review of the Strategic Plan and work <br />plan priorities was presented; comparison of past budgets and levy requests, and <br />the requested addition of $8,000 or a total of $358,000 for 2009, due to a large <br />cash inflow from some loan programs, in an attempt to bring them to be self- <br />supporting. Mr. Trudgeon noted the increases were mostly related to staff ser- <br />vices: the hiring of Jeanne Kelsey as Housing Coordinator a portion of his time <br />(estimated at 15%); marketing efforts of programs and to brand the HRA; identi- <br />fying some for reserves; and other professional services. <br />Specific 2009 initiatives included $21,100 for the Home and Garden Fair (re- <br />branding and more extensive outreach; and raising of additional funds through <br />sponsorships/partnerships); $150,000 for the Multi-Family Rehab Program, new <br />this year, in providing low-interest loans to multi-family building owners having <br />more than 50% of its tenants at 80% of area median income, while requiring the <br />property owner to be a member of the Crime Free Multi-Family Association and <br />to have an energy audit conducted as an accountability measure to ensure tenant <br />
