Regular City Council Meeting <br />Monday, August 25, 2008 <br />Page 8 <br />Mayor Klausing noted the need to identify and analyze real costs; and ways to ex- <br />pand available funds, possibly through bonding for parks improvements. <br />Ms. Nygaard expressed concern that, given the age of Central Park, she didn't <br />want users to perceive any erosion of the City's park system; and expressed will- <br />ingness for the Foundation to do further research, provided the City Council is in- <br />terested in moving forward. <br />Mayor Klausing responded with a definite yes. <br />Councilmember Ihlan thanked the Foundation for their past fundraising efforts, <br />and the many projects made available through them; and opined her interest in <br />encouraging the Foundation to rethink this restroom project to see if it's workable <br />with available funding. <br />Councilmember Pust noted the upcoming Fundraiser on October 3, 2008; and Ms. <br />Nygaard displayed ticket information (registration deadline Friday, September 26, <br />2008) for this year's themed Mardi Gras event, with all proceeds going toward the <br />Central Park Foundation. Ms. Nygaard welcomed Mr. Shardlow to the Founda- <br />tion Board, and expressed her enthusiasm for making use of his expertise on the <br />Board. <br />11. Public Hearings <br />12. Adopt a Resolution Approving a Comprehensive Land Use Map Amend- <br />ment; Adopt an Ordinance Approving a Rezoning; and by Motion Approve <br />the General Concept Planned Unit Development for the Ramsey County Li- <br />brary, 2180 Hamline Avenue <br />City Planner Thomas Paschke briefly reviewed the request as detailed in the Re- <br />quest for Council Action dated August 25, 2008. <br />Discussion included zoning classification and staff rationale for zoning and Com- <br />prehensive Plan land use designation; existing brownouts being experienced by <br />adjacent residents due to excessive vegetative growth north of the existing library <br />property; support of adjacent single-family property owners; public informational <br />meetings and responses to neighborhood concerns and incorporation of their <br />comments into the planning process (i.e., landscaping; parking; building size; <br />transitions from commercial to residential; pedestrian walkways; power and water <br />issues; window location; and lighting); and accessibility and privacy concerns <br />from the rear of the facility to neighboring properties. <br />
