Regular City Council Meeting <br />Monday, August 25, 2008 <br />Page 9 <br />Applicant representatives: Lori-Anne Williams and Susan Nimitz, Director of the <br />Ramsey County Library Board were both present to respond to questions and <br />comments of Councilmembers. <br />Further discussion included public concerns with aesthetics versus zoning; alter- <br />natives during construction (i.e., 14-month closure; staging of the project while <br />remaining open and the cost prohibitive nature of such phasing; and rental of <br />commercial space at an estimated cost of $600,000 for those 14 months). Ms. <br />Nimitz advised that the Library Board's recommendation was for relocating into <br />commercial space; and noted that City staff had assisted the Board in identifying <br />several locations providing space and parking potential. <br />Additional discussion included consideration of the alternatives and the project it- <br />self by the Ramsey County Board of Commissioners at their September or Octo- <br />ber meeting; support of the public at that meeting; and City Council support via a <br />resolution for that meeting. <br />Further discussion included overall height of the building with the second story <br />addition based on actual height and perceived height to neighboring properties; <br />window placement and lighting considerations for neighboring residential proper- <br />ties; and City Council commendation to the Library Board for listening to the <br />neighborhood's perspective during the planning process. <br />Pust moved, Roe seconded, adoption of Resolution No. 10650 entitled, "A Reso- <br />lution Approving a Comprehensive Land Use Map Designation Amendment from <br />Low Density Residential and Medium Density Residential to Institutional 2218, <br />2234, 2236, and 2240 Hamline Avenue, along with Associated Parcels (PF08- <br />030)." <br />Roll Call <br />Ayes: Ihlan; Pust; Roe; Willmus; and Klausing. <br />Nays: None. <br />Pust moved, Ihlan seconded, Enactment of Ordinance No.1374 entitled, "An Or- <br />dinance Amending Title 10 of Roseville City Code, Changing the Official Zoning <br />Map Designation of Certain Real Property at 2180, 2218, 2234, 2236, and 2240 <br />Hamline Avenue from Single-Family Residence District (R-1) and Planned Unit <br />Development District (PUD) to Planned Unit Development District with an Un- <br />derlying Zoning of Limited Business District (B-1)." <br />Roll Call <br />Ayes: Ihlan; Pust; Roe; Willmus; and Klausing. <br />Nays: None. <br />Pust moved, Ihlan seconded, approved the General Concept Planned Unit Devel- <br />opment (PUD) for the Ramsey County Library to allow the proposed expansion at <br />
