Regular City Council Meeting <br />Monday, September 15, 2008 <br />Page 3 <br />Councilmember Ihlan opined that Mr. Abeler appeared to be concerned that, in <br />filing his complaint with the Police Department, it would not receive an inde- <br />pendent review; and further opined the need for a means of providing an inde- <br />pendent review of this situation. <br />Mr. Abeler opined that he would think the City's Human Rights Commission <br />would have some part in the process; and stated that he would have "appreciated a <br />follow up on her part." Mr. Abeler opined that the City Manager had taken "co- <br />pious notes that outlined Mr. Abeler's observations;" and further opined that, with <br />that in hand; it seemed to warrant some kind of action. Mr. Abeler suggested that <br />he may be accused of having too high of expectations; however, he didn't think <br />that was accurate in his attempt to follow up on his report of misconduct. Mr. <br />Abeler sought clarification that only one member of the City Council had fol- <br />lowed up his previous complaint. <br />Councilmember Willmus advised that he could only speak for himself. <br />Mr. Abeler questioned if Councilmember Willmus had been made aware of any <br />surveillance tapes from the Police Lobby. <br />Councilmember Willmus advised that he had not; and provided Mr. Abeler with <br />his personal phone number for further discussion of this matter. <br />Mayor Klausing advised Mr. Abeler that all Councilmember's phone numbers <br />and a-mail addresses were available on the City's website, in the telephone book, <br />or through City Hall; and further advised Mr. Abeler that he was free to speak to <br />any member at his discretion. Mayor Klausing advised that the City Council was <br />not willing to discuss the issue further at tonight's meeting; reminding Mr. Abeler <br />that this portion of the meeting was to provide time for other members of the pub- <br />lic as well, and further noted the additional business before the City Council at to- <br />night's meeting. <br />Mr. Abeler reiterated his hope that his issue was important enough to warrant City <br />Council interest; opining that right now, all he was facing was an increase in his <br />taxes. <br />Councilmember Ihlan sought clarification from City Manager Malinen that a pro- <br />cedure was in place to follow up with residents. <br />City Manager Malinen confirmed that such a procedure was in place; noting that <br />the Police Deparhnent complaint process was more formalized; however, noted <br />that, in order for them to follow-up, a written complaint had to be received. Mr. <br />Malinen further advised that there is also anon-police related complaint form <br />available on the City's website. City Manager Malinen advised Councilmembers <br />that he had spoken for several hours either in person or by phone with Mr. Abeler; <br />
