Regular City Council Meeting Monday, September 15, 2008 Page 3 Councilmember Ihlan opined that Mr. Abeler appeared to be concerned that, in filing his complaint with the Police Department, it would not receive an inde- pendent review; and further opined the need for a means of providing an inde- pendent review of this situation. Mr. Abeler opined that he would think the City's Human Rights Commission would have some part in the process; and stated that he would have "appreciated a follow up on her part." Mr. Abeler opined that the City Manager had taken "co- pious notes that outlined Mr. Abeler's observations;" and further opined that, with that in hand; it seemed to warrant some kind of action. Mr. Abeler suggested that he may be accused of having too high of expectations; however, he didn't think that was accurate in his attempt to follow up on his report of misconduct. Mr. Abeler sought clarification that only one member of the City Council had fol- lowed up his previous complaint. Councilmember Willmus advised that he could only speak for himself. Mr. Abeler questioned if Councilmember Willmus had been made aware of any surveillance tapes from the Police Lobby. Councilmember Willmus advised that he had not; and provided Mr. Abeler with his personal phone number for further discussion of this matter. Mayor Klausing advised Mr. Abeler that all Councilmember's phone numbers and a-mail addresses were available on the City's website, in the telephone book, or through City Hall; and further advised Mr. Abeler that he was free to speak to any member at his discretion. Mayor Klausing advised that the City Council was not willing to discuss the issue further at tonight's meeting; reminding Mr. Abeler that this portion of the meeting was to provide time for other members of the pub- lic as well, and further noted the additional business before the City Council at to- night's meeting. Mr. Abeler reiterated his hope that his issue was important enough to warrant City Council interest; opining that right now, all he was facing was an increase in his taxes. Councilmember Ihlan sought clarification from City Manager Malinen that a pro- cedure was in place to follow up with residents. City Manager Malinen confirmed that such a procedure was in place; noting that the Police Deparhnent complaint process was more formalized; however, noted that, in order for them to follow-up, a written complaint had to be received. Mr. Malinen further advised that there is also anon-police related complaint form available on the City's website. City Manager Malinen advised Councilmembers that he had spoken for several hours either in person or by phone with Mr. Abeler;
