Regular City Council Meeting <br />Monday, September 15, 2008 <br />Page 4 <br />and clarified that staff did take complaints seriously, and staff did get back to <br />those involved in filing a complaint. <br />City Attorney Jay Squires advised that there were also particular statutes that ap- <br />plied when complaints were against police officers; one of which was that the <br />complaint had to be reduced to writing, and cautioned the City Council in preced- <br />ing outside that statutory context. <br />Councilmember Roe concurred with the observations of City Attorney Squires; <br />noting that there was a process in place, and while he didn't want to prejudge one <br />way or another, he was happy to talk to those involved. Councilmember Roe <br />opined that the City Council had heard only a part of the story; but concurred that <br />statutory requirements needed to be followed. <br />4. Council Communications, Reports & Announcements & Housing and Redevelop- <br />ment Authority (HRA) Report <br />Mayor Klausing made several announcements regarding upcoming events, with addi- <br />tional details available at City Hall or through the City website. Those events included: <br />the free Energy Efficiency Workshop sponsored by the City's HRA; and a free forum <br />sponsored by the City's Human Rights Commission entitled, "Creating a Welcoming <br />Community" scheduled for October 14, 2008 at the Skating Center (2661 Civic Center <br />Drive), and providing the community with an opportunity to dialogue using a United <br />Way model. <br />Mayor Klausing announced receipt by the City of Roseville of a $528,846 grant from the <br />MN Department of Employment and Economic Development (DEED) to be used for <br />right-of--way acquisition, and infrastructure/utility construction in the Twin Lakes rede- <br />velopment area. <br />City Manager Malinen thanked the City's Economic Development Associate Jamie Radel <br />for her work in writing/submitting the grant application, with the original grant funds re- <br />quested in the amount of $1 million. Mr. Malinen advised that staff would be providing <br />additional information in the near future as the City Council considered acceptance of the <br />grant, a timetable for various components, and how best to proceed in utilizing these <br />funds. <br />Councilmember Roe advised that the Steering Committee for the City's Comprehensive <br />Plan Update had held their last scheduled meeting last Thursday, and had forwarded the <br />draft Plan to the Planning Commission for public hearing at the October 1, 2008 meeting. <br />Councilmember Roe invited interested members of the public to attend the meeting, or to <br />access the draft Plan on the City's website or by contacting City Hall for a copy, and in <br />order to provide their comment. Councilmember Roe noted that the recommendations of <br />the Steering Committee were not without healthy discussion, nor without close votes in <br />their attempt to provide a valuable product to move forward. <br />
