Receive Geothermal Construction Project Update
Parks and Recreation Director Lonnie Brokke, on behalf of staff, contractors, the
architect/engineers, provided a construction update to the City Council, estimating
that the project was approaching its half-way point. Mr. Brokke advised that the
Best Value Procurement Method appeared to be working well, and that the project
was on schedule to-date, and within the allotted dollar amount. Mr. Brokke noted
that most issues arising during the project had been identified in the quality con-
trol plan, and advised that weekly progress meetings were held among all parties.
Mr. Brokke further noted that, as part of the Best Value Procurement process,
regular reports were completed and sent to Arizona State to keep them aware of
and monitoring the process.
Mr. Brokke reviewed major components of the project, including the geothermal
well field; mechanicals (room and rooftop HVAC); the floor itself; and the dasher
board system. Mr. Brokke noted highlights of the construction project, through
narrative and images, including an increase in the proposed number of wells
(from 84 to 92); the depth of those wells (105 - 118'); diameter of the trench
pipes and other lines; soil qualities and mitigation steps; and staff s work on the
project rather than contracting out for some items (i.e., removal of dasher boards,
removal of concrete piers, and removal of other concrete components).
Mr. Brokke, as well as City Manager Malinen, noted the cost savings staff had
made possible through their teamwork and diligence; and appreciation was ex-
pressed to staff by City Manager Malinen, as well as Mayor Klausing on behalf of
the City Council and. the community.
Mr. Brokke further reviewed some unknowns and problems resolved throughout
the process, including disposal of dasher boards by the City of Scandia of those
items they didn't need for their system; heaving and movement of refrigerated
piping in the old floor, causing the actual depth of ice to remain unknown, with it
ranging up to seven inches (7") thick in some area, and now anticipating signifi-
cant energy savings by reducing that depth; and additional sand needed for the
initial piping bed to ensure a stable and safe base.
