Regular City Council Meeting <br />Monday, September 15, 2008 <br />Page 9 <br />Mr. Brokke opined that the entire team of contractors, subcontractors, and City <br />staff were very impressive. Mr. Brokke volunteered tours for those curious about <br />this new and unique situation, and for any individual or groups of taxpayers, or <br />those interested in seeing a geothermal system in place and considering such a <br />method for their buildings/residents for energy savings and sustainability. <br />Once again, Mr. Brokke expressed his hearty thanks to City staff from all depart- <br />ments for their assistance on the project, and thanked Ramsey County for accom- <br />modating the Roseville Skating Center's displaced users during the construction <br />period. Mr. Brokke also reiterated his thanks to the contractors. <br />Mr. Brokke encouraged citizens to view the City's website and link to the geo- <br />thermal time lapse display of portions of the project. <br />11. Public Hearings <br />12. Business Items (Action Items) <br />a. Consider Request by United Properties (in cooperation with the property <br />owners) for Preliminary Plat approval for 2990, 2996, 3008 and 3010 Cleve- <br />land Avenue N (PF07-006) <br />Community Development Director Patrick Trudgeon provided a summary of the <br />request of United Properties for a PRELIMINARY PLAT to redevelop the prop- <br />erty at 2990, 2996, 3008 and 3010 Cleveland Avenue N with a 93-unit assisted <br />living facility and a 95-unit, age-restricted cooperative housing development, as <br />detailed in the staff report dated September 15, 2008. <br />Mr. Trudgeon reviewed the background of this request and tabling of action at the <br />City Council meeting of August 25, 2008, of the senior cooperative development <br />proposal pending a legal opinion from the City Attorney regarding expiration of <br />the preliminary plat, originally approved in 2007. Mr. Trudgeon advised that, at <br />their meeting of September 3, 2008, the Planning Commission held the duly- <br />noted public hearing and unanimously recommended approval of the Preliminary <br />Plat; with staff concurring with that recommendation. <br />Councilmember Ihlan sought clarification as to who had received notice of the <br />public hearing, with Mr. Trudgeon advising that notice had been provided to <br />property owners within 500' of both subject parcels. <br />Councilmember Ihlan questioned staff's rationale in seeking approval of the Pre- <br />liminary Plat from the Final Plat, and why it was being separated out when the <br />City Council had yet to receive a Concept Plan for the next phase of the project; <br />opining that she was unclear on new zoning and preferred additional information. <br />
