City of 1~~ Mingesota, USA Regular City Council Meeting Minutes City Hall Council Chambers, 2660 Civic Center Drive 6:00 p.m. Monday, September 08, 2008 Mayor Klausing called to order the meeting of the City Council. Housing & Redevelopment Authority (HRA) Interview HRA applicant Evan Barshack was interviewed by the City Council and HRA Vice Chair Dean Maschka. Recess Mayor Klausing recessed the meeting at 6:17 p.m. and reconvened at 6:32 p.m. 1. Call Roll -All present Voting and Seating Order: Roe; Ihlan; Willmus; Pust; and Klausing. City Attorney Jay Squires was also present; arriving at approximately 6:25 p.m. 2. Approve Agenda City Manager Malinen advised that Agenda Item 12.b entitled, "Consider Request for City Abatement at 2750 Snelling Avenue N," was being removed as the property owner had brought the code issues into compliance. Councilmember Roe requested a brief discussion at the end of the meeting to discuss HRA vacancy candidates. By consensus, the agenda was approved as amended. 3. Public Comment Mayor Klausing called for public comment by members of the audience on any non- agenda items. a. Don Updyke, 1871 Lexington Avenue (Harriet Alexander's former house) Mr. Updyke noted that, as part of Imagine Roseville 2025 community visioning process held in 2007, redevelopment of single-family homes was amuch- discussed and desired goal. Mr. Updyke advised that he had taken an original Bacchus-designed home, with a single car attached garage, and performed an ex- tensive self-completed renovation creating an open floor plan. Mr. Updyke opined that, during that process, and recognizing the professionalism of City staff, he had experienced little flexibility in working with them. He suggested making the process more consistent and user-friendly. He asked that the City develop a
