City of <br />1~~ <br />Mingesota, USA <br />Regular City Council Meeting <br />Minutes <br />City Hall Council Chambers, 2660 Civic Center Drive <br />6:00 p.m. <br />Monday, September 08, 2008 <br />Mayor Klausing called to order the meeting of the City Council. <br />Housing & Redevelopment Authority (HRA) Interview <br />HRA applicant Evan Barshack was interviewed by the City Council and HRA Vice Chair <br />Dean Maschka. <br />Recess <br />Mayor Klausing recessed the meeting at 6:17 p.m. and reconvened at 6:32 p.m. <br />1. Call Roll -All present <br />Voting and Seating Order: Roe; Ihlan; Willmus; Pust; and Klausing. <br />City Attorney Jay Squires was also present; arriving at approximately 6:25 p.m. <br />2. Approve Agenda <br />City Manager Malinen advised that Agenda Item 12.b entitled, "Consider Request for <br />City Abatement at 2750 Snelling Avenue N," was being removed as the property owner <br />had brought the code issues into compliance. <br />Councilmember Roe requested a brief discussion at the end of the meeting to discuss <br />HRA vacancy candidates. <br />By consensus, the agenda was approved as amended. <br />3. Public Comment <br />Mayor Klausing called for public comment by members of the audience on any non- <br />agenda items. <br />a. Don Updyke, 1871 Lexington Avenue (Harriet Alexander's former house) <br />Mr. Updyke noted that, as part of Imagine Roseville 2025 community visioning <br />process held in 2007, redevelopment of single-family homes was amuch- <br />discussed and desired goal. Mr. Updyke advised that he had taken an original <br />Bacchus-designed home, with a single car attached garage, and performed an ex- <br />tensive self-completed renovation creating an open floor plan. Mr. Updyke <br />opined that, during that process, and recognizing the professionalism of City staff, <br />he had experienced little flexibility in working with them. He suggested making <br />the process more consistent and user-friendly. He asked that the City develop a <br />
