Regular City Council Meeting <br />Monday, September 08, 2008 <br />Page 2 <br />checklist to facilitate and streamline the process to encourage remodeling in the <br />community. <br />Mayor Klausing thanked Mr. Updyke for his comments; and assured him that, <br />while there was a natural tension between procedure and ordinance compliance, it <br />was the City's goal to do so without being too bureaucratic. He asked that Mr. <br />Updyke talk further with the City Manager and Community Development Direc- <br />tor to further address his suggestions to remove impediments and to improve the <br />process. <br />4. Council Communications, Reports & Announcements & Housing and Redevelop- <br />ment Authority (HRA) Report <br />Mayor Klausing extended congratulations to and announced that Rep. Bev Scalze had <br />been designated as a League of Minnesota Cities (LMC) Legislator of Distinction for her <br />actions and leadership in the last legislative session; specifically for supporting legisla- <br />tion of cities seeking to impose street improvement districts. Mayor Klausing noted that, <br />given Rep. Scalze's former role as a City Councilmember, she was certainly attuned to <br />City issues. <br />Mayor Klausing announced free energy efficiency workshops and consultations being of- <br />fered by the City's Housing and Redevelopment Authority in September, with additional <br />information available at City Hall or on the City's website. <br />Councilmember Roe reminded the public of the State Primary Election scheduled on <br />Tuesday, September 9, 2008 for various county and state offices, as well as judgeships; <br />with polling information and additional information available at City Hall. <br />Mayor Klausing noted that the City Council had previously authorized him to serve on <br />behalf of the City on the Ramsey County Grant Evaluation Assessment Ranking System <br />(GEARS) Committee monitoring sale tax surcharges in Ramsey County to be used to im- <br />prove transportation sessions. -Mayor Klausing advised that the first meeting had been <br />held earlier today. <br />City Manager Malinen, at Mayor Klausing's request, displayed a map provided at the <br />meeting, detailing transit systems currently in place (i.e., bus, light rail, commuter, high <br />speed rail, light rail transit, and (B) rail transit); and noted that while Roseville was <br />located in the center of the system, it was not part of any of those systems, even though <br />the NE diagonal ran through the rail line. Mayor Klausing opined that the City needed to <br />continue to be vocal about this situation and keep people aware of this situation, and the <br />City's express interest in being part of the process of future improvements, as work pro- <br />gressed on metro-wide transit systems. <br />Councilmember Roe noted that, as a part of discussions of the Steering Committee for the <br />Comprehensive Plan Update, the Committee had looked seriously at numerous transit is- <br />
