Regular City Council Meeting
Monday, September 08, 2008
Page 9
Mr. Grefenberg opined that the City was entering a period of stability as an inner-
ring suburb; and suggested the City might consider increased densities in dome
areas to capture additional revenue. Mr. Grefenberg opined that he was willing to
pay a little more for quality of life amenities, but not for more economic devel-
opment incentives to private developers rather than adjoining neighborhoods.
Mr. Grefenberg supported Master Planning for City parks and recreation facili-
ties; however did not support Mr. Houck's previous suggestion for corporate
sponsorship of the City's parks, opining that part of the City's pride was in the
special identity of each neighborhood park. Mr. Grefenberg opined that one area
that is currently underutilized in southwest Roseville was several baseball dia-
monds, actually athletic fields, and he encouraged the Planning Commission and
City Council to look at the recreational needs of southwest Roseville in a more
comprehensive way.
Mr. Grefenberg suggested that the City consider using "home grown" talent and
expertise through community volunteers rather than outside consultants, such as
for the Park Master Plan process, and as a way to reduce expenditures.
Mr. Grefenberg, in conclusion, expressed appreciation to keeping property taxes
low; while supporting a reasonable increase to maintain and/or improve quality of
life in the City.
Mayor Klausing clarified for Mr. Grefenberg, and the public, that the City and
Ramsey County had subcontracted for the landscaping along County Road C, and
that that subcontractor was responsible for maintenance of the landscaping and
trees, and would be required to replace the trees, in accordance with their contract,
until they became established.
Mayor Klausing thanked speakers for their comments, in addition to those re-
ceived in writing prior to tonight's meeting; and advised that budget materials and
rationale for City Manager recommendations on budget priorities were available
on line for public consumption.
b.
