Councilmember <br />Pust opined that the community wanted HaxMar, and that was the action just <br />taken by the City Council. <br />Councilmember Pust respectfully requested that citizens read her comments, <br />which had been prepared at the request of the consultant to each and every mem- <br />ber of the Steering Committee to put their comments in writing, and which task <br />had been completed by everyone of the members of the Committee, with the ex- <br />ception of Councilmember Ihlan. Councilmember Pust opined that by sharing in- <br />dividual views for public consumption, it allowed for successful team work. <br />Councilmember Pust encouraged citizens to contact herby e-mail or home phone, <br />which she provided at that time, with any questions or comments, after their re- <br />view of her written comments. <br />Councilmember Roe noted that neither the draft Plan brought before the public at <br />the August 27, 2008 Open House nor today's draft included any master plans. <br />Councilmember Roe noted that the Steering Committee had made a choice to de- <br />lay action on that issue, resulting in taking action on outstanding issues, including <br />master plans, at their last meeting on September 1 1, 2008, in part due to a lack of <br />consensus throughout the process. Councilmember Roe advised that he had pro- <br />posed language, in writing, to deal with master plans, which he originally submit- <br />ted and was substantially adopted by the Steering Committee and later ratified by <br />the Planning Commission. Councilmember Roe opined that it was good lan- <br />guage, and basically said that a review process to make sure master plans pro- <br />vided specific and current guidance, and if a master plan was still valid that it <br />would be adopted by a super majority of the City Council, as well as any changes <br />to those master plans. <br />Councilmember Roe cautioned that the master. plan .and 100,000 square foot re- <br />quirement not be used to achieve a narrow political issue to not have big box re- <br />tail in Roseville; and while respecting that position, asked that the Comprehensive <br />Plan represents a guide, and noted that the City Council would have nine months <br />following submission and acceptance of the Plan by the Metropolitan Council to <br />review individual master plans, and to receive community input, and include citi- <br />zen advisory groups as appropriate or for development of new master plans that <br />make sense to provide genuine guidelines as appropriate. <br />Councilmember Ihlan reiterated her concern that, without City Council review <br />and consideration of master plans, it had not completed its work and should do so <br />prior to distributing the draft plan. Councilmember Ihlan spoke in opposition to <br />removing master plans from the Comprehensive Plan, allowing for certain deci- <br />sions to be made on a 3/2 vote. Councilmember Ihlan opined that it was impor- <br />tant that the Comprehensive Plan reflected the community's vision; and that it <br />would still be possible to build big box retail at Rosedale and other retail areas. <br />
