Consider Items Removed from Consent <br />a. Approve General Purchases or Sale of Surplus Items Exceeding $5,000 <br />(Former Consent Item 7.d) <br />At the request of Mayor Klausing, City Manager Bill Malinen briefly reviewed <br />this item, and deferred further discussion to Assistant Fire Chief Tim O'Neill and <br />Fire Inspector Doug Johnson. <br />Councilmember Roe sought a review of past budget discussions regarding updat- <br />ing records management software for the department, and anticipated advantages <br />with the updated software <br />Tim O'Neill, Assistant Fire Chief <br />Assistant Chief O'Neill provided a brief overview of the new records manage- <br />ment software, with the department's current system not having been updated <br />since the late 1980's, and the numerous limitations and lack of reporting mecha- <br />nisms with the current system. Assistant Chief O'Neill advised that the proposed <br />system would allow the City's data to be combined with data of Allina for Emer- <br />gency Medical Services (EMS) for performance measurements and for faster cor- <br />relation of patient data between first responders, Allina, and emergency room per- <br />sonnel for the benefit of the patients; in addition to compiling data at the scene, <br />rather than rewriting it at a later time, in order to save substantial administrative <br />time. <br />Assistant Chief O'Neill advised that Allina had recently entered into a contract <br />with the same vendor. <br />Councilmember Pust asked cost-sharing information for Allina's portion of the <br />system or if their purchase was astand-alone purchase. <br />Mr. O'Neill advised that the City's and Allina's transactions were entirely sepa- <br />rate; and estimated that Allina's cost was more substantial, as the City was only <br />buying a portion of the software program, <br />Councilmember Pust noted in the most recent fire station location study com- <br />pleted by TriData Consultants, they had noted that current reporting data was not <br />specific enough to provide information on how response times could be improved, <br />and sought clarification if this software would provide a deeper level for such in- <br />formation. <br />
