Regular City Council Meeting <br />Monday, October 13, 2008 <br />Page 6 <br />Councilmember Pust sought clarification at to why a 3% COLA was built in if the <br />contract stated 3.5%; whether the City was covering their labor costs with this po- <br />sition; and how. time was allotted for the position. <br />Captain Rick Mathwig advised that the contract represented an ongoing arrange- <br />ment with the School District over a number of contracts; and noted that labor <br />contracts were not within the control of the School District. Captain Mathwig ad- <br />vised that, without knowing the origin of the rationale based a number of years <br />ago, the contract moved up 3% each year to allow for planning purposes by the <br />City. Captain Mathwig advised that the officer served the School District for ap- <br />proximately nine months of the year, based on the School District calendar made <br />part of the report, and during the summer months, worked with as a City patrol of- <br />ficer or investigator, depending on where the position was most needed, and de- <br />pending on the officer's tenure. Captain Mathwig advised that the School District <br />covered 65% of the officer's salary annually. <br />Councilmember Roe asked whether there were any other changes in the proposed <br />contract over the previous contract, and Captain Mathwig confirmed that there <br />were none. <br />Roe moved, Klausing seconded, approval of the Agreement between the City of <br />Roseville and Roseville Area High School for Police Liaison Officer Services for <br />the 2008-2009 School Year; and authorized the Mayor and City Manager to exe- <br />cute the documents. <br />Roll Call <br />Ayes: Willmus; Roe; Ihlan; Pust; and Klausing. <br />Nays: None. <br />9. General Ordinances for Adoption <br />10. Presentations <br />a. Distribution of Draft 2030 Comprehensive Plan to Adjacent Jurisdictions <br />(PROJ-0004) <br />Community Development Director Patrick Trudgeon provided a brief overview of <br />this community-based Comprehensive Plan Update process; work of the citizen <br />Steering Committee and Planning Commission; and emphasized the transparency <br />of the process, as detailed in the Request for Council Action dated October 13, <br />2008. Mr. Trudgeon advised that tonight was not the final decision point; how- <br />ever, noted that the City Council's requested action was to authorize distribution <br />of the draft 2030 Roseville Comprehensive Plan to adjacent governmental juris- <br />dictions, special districts, and school districts. Mr. Trudgeon advised Council- <br />members that staff had made contact with the appropriate contact people, specifi- <br />cally in the City's of Minneapolis and St. Paul, to ensure that their review and <br />turn-around would be expeditious, and reviewed the aggressive timeframe for the <br />
