Regular City Council Meeting <br />Monday, September 22, 2008 <br />Page 18 <br />Ms. Bloom advised that new design guidelines were consistent with the Minne- <br />sota Bikeway Manual for both urban roadways (curb and gutter cross section <br />roads) and rural section roadways (shoulder and ditch). <br />Ms. Bloom noted that in reviewing location criteria, the group had physically vis- <br />ited various connections; and had intentionally removed cost from the priority <br />discussion, seeking to build a pathway network. <br />Ms. Bloom reviewed maps provided in the packet, including the various seg- <br />ments; and current funding for the Fairview to B-2 segment and interconnection <br />with the City of Falcon Heights and University of MN intercampus routes. <br />Discussion included potential linkages and considerations for multi-family hous- <br />ing units and connectivity to bus routes and other transportation modes and <br />amenities to encourage alternative transportation; minimum pathway planning <br />standards and trail widths addressed in the updated plan, and additional building <br />on that plan beyond those recommendations; critical consideration of transit op- <br />tions and pathway connections as part of development and redevelopment pro- <br />jects; surprising identification of the committee of east/west connections, rather <br />than north/south connections; and criteria specific to various grant offers. <br />Further discussion included the need to incorporate transit options in development <br />or redevelopment standards (i.e., bike lockers, showers, or locking options) and <br />supplemental facilities to make those developments work, similar to the recent <br />Rainbow redevelopment project. <br />Pust moved, Ihlan seconded, adoption of the Pathway Master Plan - 2008 Update. <br />Mayor Klausing echoed the appreciation expressed by Councilmember Roe to the <br />Committee and staff for their work on the Pathway Master Plan. <br />Councilmember Roe clarified that tonight's action was to adopt the Pathway Mas- <br />ter Plan, and that it was not incorporating it into the Comprehensive Plan Update. <br />Roll Call <br />Ayes: Roe; Ihlan; Willmus; Pust; and Klausing. <br />Nays: None. <br />14.
