Regular City Council Meeting Monday, September 22, 2008 Page 18 Ms. Bloom advised that new design guidelines were consistent with the Minne- sota Bikeway Manual for both urban roadways (curb and gutter cross section roads) and rural section roadways (shoulder and ditch). Ms. Bloom noted that in reviewing location criteria, the group had physically vis- ited various connections; and had intentionally removed cost from the priority discussion, seeking to build a pathway network. Ms. Bloom reviewed maps provided in the packet, including the various seg- ments; and current funding for the Fairview to B-2 segment and interconnection with the City of Falcon Heights and University of MN intercampus routes. Discussion included potential linkages and considerations for multi-family hous- ing units and connectivity to bus routes and other transportation modes and amenities to encourage alternative transportation; minimum pathway planning standards and trail widths addressed in the updated plan, and additional building on that plan beyond those recommendations; critical consideration of transit op- tions and pathway connections as part of development and redevelopment pro- jects; surprising identification of the committee of east/west connections, rather than north/south connections; and criteria specific to various grant offers. Further discussion included the need to incorporate transit options in development or redevelopment standards (i.e., bike lockers, showers, or locking options) and supplemental facilities to make those developments work, similar to the recent Rainbow redevelopment project. Pust moved, Ihlan seconded, adoption of the Pathway Master Plan - 2008 Update. Mayor Klausing echoed the appreciation expressed by Councilmember Roe to the Committee and staff for their work on the Pathway Master Plan. Councilmember Roe clarified that tonight's action was to adopt the Pathway Mas- ter Plan, and that it was not incorporating it into the Comprehensive Plan Update.
