The majority also agreed that units in the middle of a row share the benefit of <br />the ends; therefore, instead of leaving the full burden of end siding to some owners, the <br />cost of end walls would be split evenly (1/47)among all owners. The attorney for the <br />group agreed this was fair and he accepted the terms on their behalf. Unfortunately, the <br />group decided not to accept their attorney's recommendation and continued to disagree with <br />the majority. The association did keep the negotiated terms in the amended documents <br />because, as their attorney said, it was fair and the right thing to do. We will never be <br />able to please everyone; however, it was a huge accomplishment to obtain the approval of <br />over 75$ of the owners AND 75~ of the lien holders! We spent thousands of dollars to <br />complete this process; the amended documents were filed with the state early in 2008. A <br />majority of the association's owners approved these documents; we see no reason to revisit <br />this issue. We respectfully ask that the city honors our amended governing documents and <br />the division of costs that we worked so hard to create! <br />On August 12, the Westwood board presented the construction project and costs to the <br />owners. There were 41 of 47 homes represented at the meeting. The project was approved <br />by 35 owners (2 voted no; 2 did not vote). Everyone is aware of the dues increase and <br />estimated monthly payments for this loan. Unlike renters, subjected to unapproved <br />increases; these owners have made an informed choice to accept these payments. <br />Using short-term funds for a project of this magnitude would result in monthly payments <br />that place people's lives in serious financial hardship. By spreading a loan over 20 years <br />we can obtain affordable payments. It is the length of the loan that is the key. We <br />would request that the city approve a 20-year AIA; a reduced administration fee (.75$); <br />and, use our governing documents as the basis for the division of cost for each property. <br />We are not asking for a hand out; we're asking for a hand up! <br />Roseville has never done a "residential" program like this; but, it has been quite <br />successful in other cities (especially Coon Rapids). I have been active on the board for 4 <br />years and have been the liaison between Westwood and the city staff for just over two <br />years. I can assure you that we have been working hard to do everything by the book.
