Regular City Council Meeting <br />Monday, September 22, 2008 <br />Page 4 <br />At the request of Mayor Klausing, Finance Director Chris Miller briefly reviewed <br />this item. <br />Mayor Klausing noted a recent Pioneer Press article about the City Council con- <br />sidering aresolution of support for Ramsey County keeping the library open at a <br />location in Roseville during construction. Mayor Klausing clarified that it was <br />the decision of the Ramsey County Board, not the City Council, as to whether the <br />facility was kept open. However, Mayor Klausing spoke in support of a facility <br />remaining open in Roseville for the benefit of Roseville residents and surrounding <br />communities. <br />Pust moved, Ihlan seconded, adoption of Resolution No. 10658 entitled, "Resolu- <br />tion Encouraging Ramsey County to Keep the Roseville Library Branch Open <br />During Reconstruction;" as amended to read (Lines 66-70: <br />"NOW, THEREFORE, BE IT RESOLVED, that the Roseville City Council en- <br />courages the Ramsey County Board of Commissioners to keep an interim Rose- <br />ville Library open [in Roseville) in some capacity for the community during re- <br />construction. " <br />Roll Call <br />Ayes: Roe; Ihlan; Willmus; Pust; and Klausing. <br />Nays: None. <br />Mayor Klausing wished the Library Board well in their presentation to the Ram- <br />sey County Board. <br />Councilmember Pust encouraged residents to let their elected County officials <br />know their interest in keeping the library open in Roseville during construction. <br />9. Public Hearing to Consider Establishment of Housing Improvement Area for <br />Westwood Village I <br />City of Roseville Housing Program Coordinator Jeanne Kelsey reviewed the <br />background, proposal and suggested Council Action related to the request of <br />Westwood Village I for establishment of a Housing Improvement Area (HIA) as <br />detailed in the staff report dated September 22, 2008. Ms. Kelsey highlighted <br />specifics of HIA's, included in Section 3 of the staff report. Ms. Kelsey reviewed <br />staff's analysis, review of the Association's current financial situation and future <br />financial plan. <br />
